Although many positive results have been achieved, overall assessment shows that land management and use at agricultural and forestry companies and protective forest management boards are not very effective; disputes and encroachment on land originating from agricultural and forestry farms still occur.

On the morning of October 12, the survey delegation of the Standing Committee of the Provincial People's Council led by Mr. Mai Nhu Thang, Deputy Head of the Ethnic Minorities Committee of the Provincial People's Council, conducted a survey at the following units: Department of Natural Resources and Environment, Department of Agriculture and Rural Development, Thanh Hoa Rubber One Member Co., Ltd. on the management, use, and handover of agricultural and forestry land of companies, protective forest management boards, agricultural and forestry farms to localities for people to produce from 2019 to June 30, 2024.

According to the survey report, before 2004, Thanh Hoa province had 12 farms, including: Bai Tranh, Thach Quang, Van Du, Thach Thanh, Phuc Do, Le Dinh Chinh, Sao Vang, Yen My, Thong Nhat, Lam Son, Song Am and Ha Trung. From 2004 to 2006, 6 farms were merged, including: Le Dinh Chinh Farm into Nong Cong Sugar Company (now Nong Cong Sugarcane Joint Stock Company); Phuc Do, Bai Tranh, Thach Thanh, Thach Quang and Van Du farms into Thanh Hoa Rubber One Member Co., Ltd. (under Vietnam Rubber Industry Group). Implementing the rearrangement of 6 farms (Sao Vang, Ha Trung, Thong Nhat, Yen My, Lam Son and Song Am) to convert into: Lam Son - Sao Vang Company Limited; Tan Ha Trung Development Joint Stock Company; Thong Nhat Dairy Cow One Member Co., Ltd.; Yen My Agricultural and Dairy High-Tech Application Two-Member LLC, Lam Son Two-Member LLC; Ho Guom Song Am High-Tech Agricultural LLC.

Regarding forestry farms, by 2004, Thanh Hoa still had 13 forestry farms under the management of the province. Of these, there were 12 forestry farms (Thanh Ky, Nhu Xuan, Sim, Song Chang, Song Dan, Lang Chanh, Song Lo, Na Meo, Thach Thanh, Ha Trung, Muong Lat, Tinh Gia) and 1 management board of forestry areas and protective forests of the upper Chu River. In 2019, after the merger, there were 8 management boards of protective forests in the province (Song Chang, Nhu Thanh, Thach Thanh, Nghi Son, Thuong Xuan, Lang Chanh, Quan Son, Muong Lat).

Currently, agricultural companies are managing 18,656.30 hectares, of which 256.10 hectares are unused land. Forestry companies are managing 8,245.87 hectares, of which 1 hectare is unused land. Protective forest management boards are managing and using: 81,657.01 hectares, of which 849.76 hectares are agricultural land, 79,548.81 hectares are forestry land, and 739.94 hectares are non-agricultural land.

Thanh Hoa Rubber One Member Co., Ltd. is managing and using 9,656.64 hectares, of which agricultural land is 9,222.75 hectares, non-agricultural land is 413.47 hectares, unused land is 20.42 hectares. The land expected to be handed over to the locality is 1,899.47 hectares.

After the review, the land area of ​​agricultural companies that have been decided to be handed over and are expected to be handed over to local management and use is 2,081.30 hectares. The land area of ​​forestry companies that is expected to be handed over to local management is 1,238.88 hectares. The Department of Natural Resources and Environment has presided over and coordinated with the People's Committees of districts to review the area of ​​encroached, disputed, and cultivated land, and land that is not needed by the protective forest management boards, and reported to the Provincial People's Committee to decide to reclaim 1,624.75 hectares to hand over to local management.

In general, the management and use of land in agricultural and forestry companies during and after the reorganization were carried out in accordance with the law; the area retained by agricultural and forestry companies for use and the area of ​​land transferred to localities were determined, contributing to solving the shortage of production land, creating jobs and livelihoods for local people.

After the reorganization, the companies have changed in their management methods. Capital sources are increased; labor is utilized, life is taken care of, policies are resolved according to the law; many financial problems are resolved, creating a premise for the enterprises after the reorganization to develop and improve operational efficiency...

The protection forest management boards have proactively developed sustainable forest management plans in conjunction with land use planning and local socio-economic development planning. Clearly defining the land area that the unit must manage and protect and the area and location to be transferred to the locality, fundamentally resolving the situation of illegal land use on the assigned area, contributing to increasing the efficiency of land use and forest use, resolving the shortage of production land for people, especially in mountainous areas and ethnic minorities.

However, in general, the management and use of land is not very effective; disputes and encroachment on land originating from agricultural and forestry farms still occur but have not been completely resolved; solving the need for land allocation for residential land and farming land for local people lacking land is facing many difficulties. Land disputes and encroachment still occur. The allocation of forests, forestry land and agricultural land has given rise to many complicated problems...

The cause of the above shortcomings and limitations is said to be that the protective forest management boards and agricultural and forestry companies are currently managing and using large areas of land located in many communes and districts, but the staffing structure is small, equipment and means are not guaranteed, so they face many difficulties in managing and protecting the allocated land area. Land originating from agricultural and forestry farms was formed from 1956-1960, and over a long period of time, there were many changes in policy. The land allocation to agricultural and forestry farms in the past was not specific, and the boundaries were not measured or determined in the field; in many cases, the land was only drawn on maps with low accuracy, leading to land allocation overlapping with the land of many other organizations and individuals in use;...
