On the afternoon of September 25, continuing the 37th Session, the National Assembly Standing Committee reviewed the report and voted in principle to approve the draft Resolution on thematic supervision on "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023".

Many important results, creating positive changes
Chairman of the National Defense and Security Committee Le Tan Toi, Deputy Head of the Standing Committee of the Supervisory Delegation, said that in recent years, the system of policies and laws on ensuring traffic order and safety has been increasingly improved, especially in the field of road traffic.
The Government, ministries, branches and localities have proactively and actively advised on the development and promulgation of documents guiding the implementation in a complete and timely manner. The work of ensuring traffic order and safety continues to receive the attention and participation of the entire political system and society.
The work of ensuring traffic order and safety according to the provisions of law in the fields of roads, railways, inland waterways, civil aviation and maritime has been actively and synchronously deployed.
Accordingly, the situation of road traffic order and safety has had positive changes, awareness and consciousness of law enforcement on road traffic order and safety of traffic participants have been improved; the number of cases, deaths and injuries due to traffic accidents continues to decrease, especially the number of particularly serious traffic accidents involving passenger cars and trucks has been controlled.

In particular, the Government has directed the summary of the implementation of the 2008 Road Traffic Law, submitted to the National Assembly for approval the Road Law and the Law on Road Traffic Order and Safety with a thorough and careful preparation process, creating a solid legal basis for removing difficulties, obstacles, and inadequacies as well as orienting road development, ensuring road traffic order and safety in the coming time.
The Government, the Ministry of Transport and the Ministry of Public Security have closely coordinated with local authorities, relevant agencies and units in ensuring order and safety of railway traffic; reviewing, counting and classifying self-opened paths and drastically implementing many solutions to ensure order and safety of railway traffic. From 2019 to 2023, 924/4,100 dangerous self-opened paths (reaching 22.5%) were eliminated in densely populated areas with high train density and at locations with high potential risks of railway traffic accidents; preventing the emergence of self-opened paths on railway lines...
The work of propaganda, inspection, control and handling of violations of waterway traffic safety and order has been increasingly strengthened. The situation of inland waterway traffic accidents has been controlled in all three criteria, significantly reduced compared to the previous period (2004-2014). However, in recent times, there have been some particularly serious accidents that have killed many people. In the period 2015-2023, there were 662 inland waterway traffic accidents, killing 418 people and injuring 78 people.
However, the monitoring delegation also pointed out many limitations and shortcomings such as the work of developing legal documents, policies, strategies, traffic planning, and developing traffic infrastructure still has many limitations. The work of developing policies, strategies, and planning is not close to practical requirements, and after a short time of application, it has to be adjusted or replaced.
Patrolling, controlling and handling violations of laws on traffic order and safety, although strengthened, have not resulted in any reduction or containment of violations. traffic accident not yet stable, the number of deaths and injuries due to road traffic accidents remains high.
Based on the analysis of causes and lessons learned, the Supervisory Delegation has proposed key groups of solutions and many specific recommendations. In particular, it emphasized strengthening leadership, direction, inspection, and urging the implementation of the Party's guidelines and policies, the State's policies and laws on ensuring traffic order and safety; continuing to review and perfect legal regulations on ensuring traffic order and safety; clearly defining the responsibility of state management for ensuring traffic order and safety; encouraging the participation of the private sector in the field of ensuring traffic order and safety.
Overcoming shortcomings in ensuring order and safety of road traffic
Speaking at the meeting, National Assembly Chairman Tran Thanh Man stated that the results of the supervision showed that the selection of the supervision topic by the National Assembly Standing Committee was "correct" and "correct" in meeting the practical requirements. The Supervisory Delegation worked seriously, focusing on 5 areas, including: roads, railways, inland waterways, civil aviation, and maritime.

The report was elaborately constructed, with a lot of information and data, however, the National Assembly Chairman suggested that it should be presented concisely and sharply; the content should be more focused and important. In particular, it is necessary to clarify how the work of disseminating and educating traffic safety laws has been implemented with specific results? How has the traffic awareness of traffic participants changed? The issue of discipline in law enforcement? A thorough and bold assessment of the road traffic sector...
The National Assembly Chairman also noted and specifically assessed the changes in the field of road traffic safety and order after the National Assembly promulgated the Road Law and the Law on Road Traffic Order and Safety... In addition, it is necessary to review some overlapping contents in the report; recommendations and solutions put forward in the Resolution need to be clear, linked to the implementing entity and completion time...
To increase effectiveness, press agencies, through monitoring results, filter and continue to disseminate information on traffic order and safety in general in all 5 areas and especially emphasize road traffic safety. In particular, focus on disseminating the two laws recently issued by the National Assembly: the Road Law and the Law on Road Traffic Order and Safety.
Speaking at the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the Government highly agrees with the selection of thematic supervision content as well as the supervision implementation process. Through the supervision of the National Assembly Standing Committee, the Government has summarized and evaluated the implementation work as well as continued to perfect the system of policies and laws on ensuring traffic order and safety.

Agreeing with the opinions at the meeting, the Deputy Prime Minister said that in 2023, the National Assembly has just issued the Road Law and the Law on Road Traffic Order and Safety. Therefore, the assessment of the implementation of traffic order and safety in the road sector needs to be very specific; clarifying the results achieved, the shortcomings that have been overcome and adjusted right in the process of monitoring.
Concluding the meeting, Vice Chairman of the National Assembly Tran Quang Phuong stated that the selection of the monitoring topic was correct, supported by public opinion, and was carried out in parallel with the summary and submission to the National Assembly for approval of two laws on the road sector and other laws related to investment, resources, finance, and economics.
Basically agreeing with the structure and content of the report, however, the National Assembly Standing Committee suggested that it is necessary to focus on clarifying more in some areas as well as recommendations that are close to the results of the report. In particular, it is important to review data to ensure completeness and accuracy, clearly identify the responsibilities of relevant agencies, organizations and individuals, and proposed solutions need to be general but also specific, closely follow reality, attach responsibility to each subject according to the provisions of law and ensure feasibility...
