The conference was organized in a direct format combined with online connection with 62 points at 62 delegations of the National Assembly, People's Councils, and People's Committees in provinces and centrally run cities.

Reporting on the summary assessment of the results of the National Assembly's supervisory activities in 2023 and the implementation of the Supervisory Program in 2024, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that 2023 is the mid-term year, an important pivotal year in implementing the Resolution of the 13th National Party Congress.

With the goal of constantly "innovating and promoting supervision work as the key and focal point to improve the effectiveness and efficiency of the National Assembly's operations", the National Assembly's supervision activities have been organized and implemented comprehensively and synchronously, ensuring progress and completing all contents according to plan.

Regarding the National Assembly's supervisory activities, the Standing Committee of the National Assembly has been constantly improved and innovated, from institutional building to the implementation of each supervisory content.

In particular, the work of building and perfecting institutions continues to be strengthened, contributing significantly to creating a legal basis and orientation for the supervision activities of the entire term of the 15th National Assembly, such as: Issuing Resolution No. 96 on taking a vote of confidence and voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils;

Actively direct the research and preparation of documents proposing the development of a draft Law amending and supplementing a number of articles of the Law on Supervision Activities of the National Assembly and People's Councils; develop a draft Resolution guiding the organization of explanation activities at the meetings of the National Assembly's Ethnic Council and Committees; Resolutions on questioning and thematic supervision activities, etc.

Questioning and answering activities at National Assembly sessions and meetings of the National Assembly Standing Committee ensure compliance with regulations, close to reality with many innovations, promptly resolving issues of concern to voters and people...

In particular, Mr. Cuong emphasized that for the first time, the National Assembly simultaneously supervised 3 National Target Programs during the period when the programs began to be implemented, which is of great significance in promoting the Government, ministries, branches and localities to speed up the completion progress;

Thereby, clearly demonstrating the viewpoint, efforts and support of the National Assembly together with the Government to remove and resolve difficulties, obstacles and bottlenecks in the implementation of the Programs.

The vote of confidence was conducted carefully and seriously, in accordance with the provisions of the law. The results of the vote of confidence honestly and objectively reflected the reality in evaluating those elected and approved by the National Assembly in the work of management, leadership and direction of assigned tasks.

Mr. Cuong also said that the “re-supervision” activity was carried out with the spirit of early and remote preparation. At the 6th Session, the National Assembly spent 2.5 days reviewing and questioning the implementation of relevant agencies in 21 areas mentioned in 10 resolutions of the National Assembly on thematic supervision and questioning.

"Unlike the three previous sessions reviewing the implementation of resolutions, the question-and-answer session at the 6th Session has innovations in the way of organizing the questions, accordingly, the questions are grouped into four groups of fields. Thereby, creating favorable conditions for the questioning of National Assembly deputies and the answers of the questioned, ensuring both focus and key points, and covering the areas that have been supervised," said Mr. Cuong.

Organize appropriate and scientific monitoring activities

Entering 2024, to effectively implement the monitoring of the topics and the Monitoring Teams, Mr. Cuong said that the Monitoring Teams need to make the most of available documents and records on the preliminary review, summary, and evaluation of the contents related to the monitoring topics, especially the newly amended contents in the laws recently passed by the National Assembly to effectively organize the implementation; promote the experience of innovating the organization of the Monitoring Teams implemented in the past half term to organize appropriate and scientific monitoring activities;

In particular, focus on monitoring the issuance of detailed regulations and the implementation organization so that the law can soon come into effect and be strictly implemented; at the same time, monitoring recommendations need to be studied and filtered deeply, close to the practical situation, ensuring feasibility.

Proposing a number of solutions to implement monitoring activities in 2024, Deputy Head of the National Assembly Delegation of Tuyen Quang Province Ma Thi Thuy suggested that it is necessary to focus on the key orientations of the National Assembly, the National Assembly Standing Committee, and the National Assembly agencies, and the close and effective coordination between the National Assembly Delegation and the People's Council, and the Fatherland Front Committee in performing the functions and tasks of each agency in monitoring activities.

At the same time, promote the role and responsibility of agencies in coordinating and coordinating timely and effective supervision activities, avoiding overlapping and duplication of content and supervision areas, improving the quality and effectiveness of questioning work; continue to review and develop procedures to gradually standardize supervision activities in accordance with the provisions of the Law and instructions under Resolution No. 594 of the Standing Committee of the National Assembly to ensure methodical, scientific, quality and effective.

Along with that, continue to focus on monitoring the implementation of supervision conclusions, re-supervision, questioning, re-questioning to improve the effectiveness and efficiency after supervision; promote the application of information technology in supervision activities on that basis, build a database to monitor, urge, and supervise the implementation of conclusions and recommendations after supervision of the National Assembly, the Standing Committee of the National Assembly, agencies of the National Assembly and the National Assembly Delegation, the Provincial People's Council, ensuring connectivity, gradually reducing overlaps in supervision activities... .
