III.
1. Difficulties, problems arise
Difficulties and problems in the process of organizing the implementation of the central documents are not suitable for reality, such as: Ordinance No. 02/2020/UBTVQH14 dated 9/12/2020 on preferential people with meritorious services to the Revolution; Supplementing a number of articles of Decree No. 75/2021/ND-CP of July 24, 2021 of the Government.
The implementation of the policy of paying benefits via bank accounts faces many difficulties and shortcomings.
The recovery of the amount of beneficiaries in accordance with conclusion No. 96/KL-TTr dated May 6, 2022 of the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs and the conclusions of the Department of Labor, War Invalids and Social Affairs faced many difficulties and inadequacies due to the majority of elderly people, often sick, less working capacity and no other sources of income, unable to return.
Additional papers to confirm the US area using toxic chemicals in the war in Vietnam and the medical records of the children of the resistance activist infected with toxic chemicals are stopped after the inspection conclusions No. 96/KL-TTR dated May 6, 2024 of the Inspectorate Hold.
2.
Propaganda and dissemination of regimes and policies for people with meritorious services to the revolution in some localities sometimes not timely and effective.
The Provincial People's Committee has not issued a Regulation on management of the provincial gratitude fund according to the provisions of Decree No. 131/2021/ND-CP of December 30, 2021 of the Government detailing and measures to implement the promotion of people with meritorious services to the revolution;
The professional training for civil servants of the commune-level Labor, Invalids and Social Affairs is not timely, especially when there is a new document of the Central Government issued to amend, supplement or replace the previous documents issued, so there are places where civil servants are still embarrassed in terms of expertise, and to occur slow-working policies and policies, even where there is a mistake.
The inspection and examination of the implementation of the law on policy of exchange with people with meritorious services is not frequent.
The exploitation of people with meritorious services on network software has not been popular, officials in charge of the field of people have not been decentralized, the right to exploit the data of people with meritorious services is stored at the Department; The movements to help people with meritorious services have not been maintained regularly.
Officers in charge of the field of Labor, War Invalids and Social Affairs at the commune level are large part-time, often change, professional capacity is limited, so it is difficult to implement policies for people with meritorious services.
3. Causes
3.1.
Management documents in the field of implementing preferential policies for people with meritorious services to the revolution are always changing from time to time, it is easy to overlap.
In order to confirm and enjoy the preferential regime for people with meritorious services to the revolution, they need to have enough documents and evidence as prescribed but most of the participants in revolutionary activities and resistance activities have been long, so far no longer stores the original papers, no longer know the witness, so the establishment of records is still difficult.
The addition of the original documents of the resistance activists infected with toxic chemicals directly or indirectly stopped the allowance to face many difficulties due to some high -age subjects, weak strength, difficult circumstances that are not eligible to re -enter the battle unit to ask for papers or some of the dead toxic chemicals that have died.
3.2.
The propaganda and dissemination of the Party and the State's legal policies for people with meritorious services to the revolution have not been paid enough attention, not regularly implemented.
The direction and management of the implementation of the policy of people with meritorious services and relatives of people with meritorious services in some localities is not comprehensive, not deep.
The contingent of officials operating in the field of Labor, Invalids and Social Affairs has not been strengthened in number and quality, especially the number of officials with professional qualifications.
The implementation of the policy of paying for bank accounts is difficult because most people have high age, weakness, difficulty traveling, no smartphones nor know how to manipulate on phones and ATMs, so the withdrawal is difficult, and the authorization of the children and grandchildren is also inadequate, so the policy of paying via ATM cards has not been paid by the people with the traditional people.
The majority of war invalids, resistance activists and their offspring are contaminated with toxic chemicals that have been recovered with the regime is now old and sick, sick without other income sources or in difficult circumstances, so the recovery of the money is wrong.
The quarterly and annual inspection and review has not been carried out regularly to promptly detect the wrong beneficiaries.
