'Honest declaration, dozens of real estates will not affect the vote of confidence'

The Deputy Head of the Delegation Affairs Committee said that there are people who declare dozens of real estate properties and earn billions of dong each year, but this does not affect their vote of confidence because they do research and have high incomes.

On the afternoon of May 30, the National Assembly divided into groups to discuss the draft Resolution on taking a vote of confidence and a vote of no confidence for people holding positions elected or approved by the National Assembly or People's Council (amended).

Delegate Do Ngoc Thinh (Chairman of the Vietnam Bar Federation) expressed concern about the regulation that officials who are voted for must declare their assets and income because it is difficult to verify. "There are people who are good managers, good economists, and have a considerable amount of assets. If we ask them to declare all their assets, the assessment may not be correct and it is easy to misunderstand that it is due to corruption," said Mr. Thinh.

Deputy Head of the Delegation Affairs Committee Nguyen Tuan Anh (a member of the drafting committee) emphasized that those who declare their assets must be honest and declare according to regulations. "In reality, many people declare everything completely, without any problems. There are people who declare dozens of real estates, earning billions of dong each year because they are professors, doctors, sitting on many councils, doing many research topics, so their income is high," said Mr. Tuan Anh.

On the contrary, if officials do not declare accurately or truthfully, their assets will be assessed, inspected, monitored, and verified by lottery. These are institutions that make it impossible and unnecessary to lie during the declaration process.

"Officials all declare their assets after each appointment, promotion, rotation, and election, so this has become routine," he said.

From the perspective of the drafting agency, Mr. Tuan Anh admitted that no one has the conditions to fully understand the information of those who are voted for. Therefore, the draft will include an appendix instructing those who are voted for to prepare reports for delegates to refer to when giving their opinions.

The draft resolution will amend and supplement Resolution No. 85/2014 on taking a vote of confidence and voting for people holding positions approved by the National Assembly, People's Council or the National Assembly. The amendment aims to institutionalize some new contents in Regulation 96 on taking a vote of confidence for leadership and management positions in the political system, issued by the Politburo in February.

The 15th National Assembly will hold a vote of confidence for those holding positions elected or approved by the National Assembly at its 6th session, opening in October 2023. Positions elected by the National Assembly include the President, Prime Minister, Chairman of the National Assembly, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, Vice President, Vice Chairman of the National Assembly, members of the National Assembly Standing Committee, and State Auditor General. Positions approved by the National Assembly include Deputy Prime Ministers, Ministers, and Heads of ministerial-level agencies.

The National Assembly conducted a vote of confidence three times in June 2013, November 2014 and October 2018, by secret ballot with three levels of confidence: high confidence, confidence and low confidence . In all three times, no one received more than 50% low confidence.
