On the morning of June 13, the Ministry of Education and Training worked with the Ho Chi Minh City People's Committee on preparations for the 2023 high school graduation exam. According to the report of the Ho Chi Minh City People's Committee, this year, the city has more than 97,000 candidates taking the high school graduation exam, including 85,452 high school candidates; 9,194 continuing education candidates and 2,791 independent candidates.
In terms of exam combinations, for the Natural Science combination, Physics had 47,039 candidates, Chemistry had 47,333 candidates, Biology had 46,953 candidates. For the Social Science combination, History had 36,754 candidates, Geography had 36,573 candidates, and Civic Education had 29,083 candidates.
Ho Chi Minh City has 9,985 candidates exempted from the Foreign Language exam and 85 candidates exempted from all exams in the high school graduation exam. Ho Chi Minh City exam cluster has 156 exam sites.

To organize the graduation exam, Ho Chi Minh City mobilized more than 15,200 officials, civil servants and public employees to participate in the exam, including 790 leaders of exam sites, 11,280 exam invigilators, 2,370 service staff, 474 police officers on duty, 92 people printing and copying exam papers and 204 people working on transporting and handing over exam papers.
Minister of Education and Training Nguyen Kim Son said that Ho Chi Minh City has identified the importance of the upcoming high school graduation exam and has established a steering committee to prepare for it. In addition, the city has just organized the 10th grade exam with the same number of candidates as the high school graduation exam. The two exams are close together, and the city has applied regulations, processes, and stages according to the regulations. This is a good way to do it, convenient for training so that the forces can get familiar with the work.
Mr. Son assessed that Ho Chi Minh City is actively, proactively, and seriously preparing for the upcoming exam. With the scale, large number of candidates, and large workload, Mr. Son suggested that in the remaining time, Ho Chi Minh City must review the work, especially inter-sectoral coordination, and not be subjective.
“Every year there are problems, but we must try to avoid them. The more carefully we prepare, the better we can do our job. In our work, Ho Chi Minh City needs to pay attention to training for exam site staff and exam invigilators.
Even though teachers have been invigilating for many years, they still need to be trained to avoid the mentality that the more years pass, the more subjective they become. In addition, invigilators need to pay attention to preventing cheating in exams using technology,” Mr. Son said.

The Minister of Education and Training noted that in preparing facilities, Ho Chi Minh City needs to assign and decentralize to departments, fully inspect departments and examination sites from stages such as fire prevention and fighting, conditions such as cooling fans, distance between places to put student bags, etc.
With a few weeks left until the exam, schools need to take advantage of the remaining time to support special students whose academic performance is not yet satisfactory, as students in Ho Chi Minh City have suffered many disadvantages due to the long period of COVID-19. During the exam, when students enter the exam room, the invigilators need to check everything thoroughly to avoid unfortunate incidents such as accidentally bringing a phone into the exam room.
Equipment for printing and grading exams needs to be well-equipped. “The recent experience with the 10th grade exam in Hanoi was that even if the exam papers were a little blurry, it would be tiring,” said Mr. Son.
The head of the education sector also noted that in addition to good machinery and equipment, careful and thoughtful inspectors are needed. Only when both factors are combined can we be assured.

"In short, to have a good high school graduation exam, all staff must ensure connectivity and proficiency; students must have a firm grasp of the rules and regulations; traffic must be smooth and communication must be proactive...", Mr. Son said.
Mr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, also noted that in the issue of grading multiple-choice tests in the Ho Chi Minh City exam cluster, it is necessary to limit the number of candidates who have to manually enter the test code.
The reason is that when taking the test, candidates fill in the wrong question code, so the examination council must remind the invigilators to guide candidates to fill in correctly and completely, to avoid wrong question codes.
The printing of the exam papers is top secret, but the exam papers are clear because even a single dash like the Hanoi 10th grade exam papers can cause students to misunderstand. During the exam, the exam sites limit candidates from leaving early, especially for combined subjects. Candidates who leave early will have to sit in the waiting room...
