On the afternoon of April 12, in Hanoi, the Lawyers Association of Buoi Ward coordinated with the People's Committee of the ward; Lawyers Association of Tay Ho District, Department of Education of Tay Ho District, Red Cross Society of Buoi Ward to organize a conference to disseminate and popularize the Law on Environmental Protection 2020; instruct teachers and students of Dong Thai Primary School on how to identify types of domestic solid waste and how to classify and treat domestic solid waste at the source.

Attending the conference were Mr. Le Trung Duc - Member of the Standing Committee of the Hanoi Bar Association, Chairman of the District Bar Association and Ms. Pham Thi Thanh Giang - Permanent Vice President of the Tay Ho District Bar Association; Ms. Phan Thi Thuy Nga - Deputy Secretary of the Party Committee, Standing Member of the District Bar Association, Branch Head, Buoi Ward Bar Association; Ms. Nguyen Thi Phuong Lan - Secretary of the Party Cell, Principal of Dong Thai Primary School.

With representatives of the District Education and Training Department; representatives of civil status judicial officials of the Ward People's Committee; representatives of the Red Cross Society of Buoi Ward and over 60 students and teachers of Dong Thai Primary School.

At the Conference, Ms. Phan Thi Thuy Nga disseminated and popularized a number of articles in the Law on Environmental Protection 2020 and guided students and teachers on how to identify and classify household solid waste.

According to Ms. Nga, the living environment is extremely important to every human being. The environment in our country and other countries in the world is becoming increasingly complex, the environmental quality of many areas at some points has exceeded the allowable threshold. The process of socio-economic development in recent times has put great pressure on the environment, leading to the environmental quality of many areas, including our country, exceeding the allowable threshold and at times no longer being able to receive waste.

Ms. Phan Thi Thuy Nga propagates and disseminates a number of articles in the Law on Environmental Protection 2020.

The Law on Environmental Protection 2020 was issued by the 14th National Assembly on January 17, 2020 with 16 Chapters and 171 articles. The Law clearly stipulates that the classification of solid waste in households and individuals is no longer encouraged but is mandatory.

In Article 6, the Law on Environmental Protection stipulates prohibited acts in environmental protection activities: Transporting, burying, filling, dumping, discharging, and burning solid waste and hazardous waste not in accordance with technical procedures and regulations of the law on environmental protection.

In Article 60, Clause 1, from item a to item d, it is stipulated for households and individuals as follows: Minimize and classify solid waste at source, collect and transfer classified waste to the right place; Minimize, treat and discharge domestic wastewater to the right place; do not let pets cause unsanitary conditions in residential areas;

Do not emit exhaust fumes, cause noise, vibration and other impacts that pollute the environment and adversely affect the surrounding community;

Pay for waste collection, transportation and treatment services according to the law; Participate in environmental protection activities in the community.

Article 75 of the law stipulates that solid waste from households and individuals will be classified into 3 groups: Solid waste that can be reused or recycled; food waste; and other solid waste...

On July 7, 2022, the Government issued Decree 45 regulating administrative sanctions for violations in the field of environmental protection.

“Therefore, to protect the environment, take advantage of recycled waste sources, raise awareness and perception of households and people to classify solid waste at home is extremely necessary,” Ms. Nga emphasized.

Through this activity, Ms. Nga hopes that teachers and students will understand and implement it to propagate and spread with the aim that on January 1, 2025, when the whole country implements it, no households or people in Buoi ward will be punished for environmental violations, practically bringing the Law on Environmental Protection 2020 into life, contributing to the serious implementation of Directive 30-CT/TU dated February 19, 2024 of the Standing Committee of the City Party Committee on " Strengthening the leadership of Party committees at all levels in building elegant and civilized Hanoians ", practically contributing to the results of building Buoi ward to meet the standards of "Civilized Urban Area ".

The conference instructed teachers and students of Dong Thai Primary School on how to identify types of domestic solid waste and how to classify and treat domestic solid waste at the source.

At the same time, the school board is requested to include 2-3 sessions a week in the teaching content for students with the motto "slow and steady wins the race" to help students understand and remember to work with their families to properly implement the regulations of the Law on Environmental Protection.

“Because if each household and individual understands and takes small actions to classify waste before collecting and processing it, it will have a great meaning in reducing waste to the environment, contributing to protecting the environment to always be fresh, clean, beautiful, practically improving the health and longevity of themselves and their family members,” said Ms. Nga.

Ms. Hoang Thi Hai Yen - President of Dong Thai Primary School Union said that after this Conference, she will regularly propagate to students so that students in the whole school are aware of classifying waste at the source as well as protecting the environment.

Mr. Le Trung Duc - Member of the Standing Committee of Hanoi Bar Association, Chairman of Tay Ho District Bar Association concluded the Conference.

Concluding the conference, Mr. Le Trung Duc hoped that teachers would help students develop awareness, recognize waste and know how to guide family members to properly classify solid waste at source. Contribute to building Tay Ho district to become the central district of "Service - Tourism - Culture" of the capital.

In Clause 1, Article 26, Decree 45/2022/ND-CP dated July 7, 2022 of the Government stipulates administrative sanctions for households and individuals who violate regulations on classification, collection, transportation, burial, filling, dumping, burning, and treatment of ordinary solid waste as follows: Fine from VND 500,000 to VND 1,000,000 for households and individuals who do not classify domestic solid waste according to regulations; do not use packaging to contain domestic solid waste according to regulations .
