Hung Yen promotes international conventions on human rights, actively reforms to serve people's lives

Implementing the Party's guidelines and policies and the State's laws on ensuring human rights, Hung Yen has focused on researching, developing and implementing documents specifying the contents on ensuring human rights, contributing to improving the lives as well as ensuring the rights of people in the province.

In recent times, the work of ensuring human rights in the province has achieved remarkable results.

Actively promote human rights and reform procedures for the people

The departments, branches and sectors that are members of the Steering Committee on Human Rights of Hung Yen province have advised the Provincial People's Committee and People's Council to continue implementing legal documents to institutionalize the provisions of the 2013 Constitution on protecting, ensuring and promoting human rights; and plans to implement a number of laws and resolutions.

The departments and branches that are members of the Provincial Steering Committee on Human Rights have actively implemented and widely disseminated international conventions that Vietnam has signed and participated in; and Vietnamese legal documents on human rights. Regularly review, detect, and handle illegal documents that are not suitable to reality, especially legal issues related to people and businesses; improve the quality of legal documents and the effectiveness and efficiency of law enforcement.

The province continues to improve the quality of appraisal of legal documents, focusing on the predictability and feasibility of policies and regulations. Focus on performing well the work of inspecting and handling legal documents, especially documents directly related to the rights and legitimate interests of people and businesses.

The provincial Department of Justice has focused on directing its affiliated units to promote administrative reform in the direction of simplifying records and procedures, shortening the time to resolve citizens' requests in areas such as: Civil status, adoption, judicial records, etc., ensuring that all citizens' requests are resolved promptly and in accordance with legal regulations. Strengthening legal aid for policy beneficiaries, especially legal aid communication activities at the grassroots level; regularly improving mediation teams, fostering professional knowledge for mediators has contributed to grasping and promptly resolving conflicts arising among the masses, contributing to promoting the spirit of mutual love and affection, preserving village and neighborhood relationships, maintaining political security, social order and safety in the area.

The province also continues to implement Decision No. 1252/QD-TTg dated September 26, 2019 of the Prime Minister approving the Plan to strengthen the effective implementation of the International Covenant on Civil and Political Rights; recommendations of the United Nations Human Rights Committee; Decision No. 65/QD-TTg dated January 12, 2018 of the Prime Minister approving the Project "Propaganda and dissemination among cadres, civil servants, public employees and people about the contents of the Convention against Torture and Vietnamese laws on prevention and combat of torture".

The Provincial Council for Coordination of Dissemination and Education of Law promulgates a Plan to disseminate the basic contents of the International Convention on Civil and Political Rights and Vietnamese laws on civil and political rights to cadres, civil servants, public employees and the People; Plan to implement the Project to disseminate the contents of the Convention against Torture and Vietnamese laws on prevention and combat of torture to cadres, civil servants, public employees and the People in 2022 in the province...

The provincial Department of Home Affairs also proactively grasps the activities of religious organizations and beliefs in the province, researches, advises the provincial People's Committee, and requests the People's Committees of districts, towns, and cities to coordinate in state management of beliefs and religions.

The Provincial Police strictly implemented the 2019 Law on Criminal Judgment Enforcement, the 2018 Amnesty Law and the Ministry's directives on criminal judgment enforcement, judicial support, community reintegration and detention. Strengthened guidance, inspection and rectification of regulations on criminal judgment enforcement and community reintegration; temporary detention; implemented the Plan to sign a Coordination Program between the Provincial Police and the Provincial Youth Union and Women's Union on education, rehabilitation of prisoners, inmates, students and helping them reintegrate into the community, period 2021 - 2026. The province established an inspection team for temporary detention, temporary detention and criminal judgment enforcement in the community; disease prevention and control at temporary detention camps and temporary detention houses...

Poverty reduction, social security protection, improving knowledge of human rights

The local socio-economic development situation has achieved many positive results. Cultural, artistic, sports and festival management activities have received attention, and cultural heritage management activities have been strengthened. Labor, employment and vocational training have been actively implemented. The province has also approved support for workers and employers facing difficulties due to the COVID-19 pandemic.

In the province, activities to care for people with meritorious services and social protection beneficiaries are carefully implemented. In addition, the province conducts basic statistics on the elderly, poor households and near-poor households in the area. Children's work, gender equality, social protection and prevention of social evils are given attention. The province also organizes training sessions for children on skills to prevent injuries, drowning and knowledge and skills to protect themselves, prevent and combat child abuse...

The province has implemented a plan to integrate human rights into the curriculum of schools and educational institutions in the area. The Department of Labor, War Invalids and Social Affairs organizes training conferences on capacity building for the prevention and combat of human trafficking; child protection and care; gender equality, for the advancement of women; traditional student conferences on the prevention and combat of social evils... The Department of Justice organizes training conferences on professional skills in handling administrative violations; professional skills in building communes that meet legal access standards and mediation work at the grassroots level; training on the development and promulgation of legal documents... The Department of Home Affairs organizes training conferences to disseminate and guide professional skills in internal affairs; training cadres and civil servants working in religious affairs; propagating and disseminating laws on beliefs and religions for dignitaries, officials, monks, and religious followers...
