The Ministry of Planning and Investment is seeking public comments on a draft Decree detailing a number of articles of the Law on Cooperatives. The draft clearly states policies on investment in developing infrastructure and equipment.
Supported subjects include cooperatives and cooperative unions (collectively referred to as cooperatives).
Support conditions: Cooperatives, based on their need for support in investing in infrastructure construction projects, submit a request to the local authorities where the cooperative organizes production and business; localities, based on the actual situation, stipulate a specific number of members, giving priority to cooperatives with a large number of members, producing in industry clusters and value chains; cooperatives operating in particularly difficult areas.
Support content includes: Construction of warehouses, product classification and packaging workshops, preliminary processing - processing workshops and equipment serving production and business activities to bring benefits to the member community;

Funding and support levels
Capital sources include central budget, local budget, cooperatives and other legal capital.
The state budget supports up to 100%; based on the total central budget support, local authorities consider and decide on the level of support for the project from the local budget, counterpart capital of cooperatives and capital from other legal sources.
For inter-regional and regional projects managed by ministries and central agencies: The central budget invests up to 100% of the total investment of the project.
The State supports cooperatives through local authorities in construction, procurement, and handover to cooperatives; in cases where cooperatives have sufficient capacity, competent authorities shall consider assigning cooperatives to self-implement projects/purchases with a total capital of less than 3 billion VND.
State support is the undivided property of the cooperative. The cooperative covers its own costs for operating and maintaining the project after it is put into operation. When the cooperative dissolves, the value of the assets created from state support is transferred to the local government where the cooperative was registered.
