Economic cooperation continues to be a bright spot in Vietnam - Korea relations

Deputy Prime Minister Le Minh Khai expressed his pleasure to meet with Deputy Prime Minister and Minister of Economy and Finance of the Republic of Korea Choo Kyung Ho during the State visit to Vietnam by President Yoon Suk Yeol and just a few months after co-chairing the 2nd Vietnam-RoK Deputy Prime Minister Economic Dialogue.

Deputy Prime Minister Le Minh Khai said that during President Yoon Suk Yeol's State visit to Vietnam, many representatives of Korean business leaders came to Vietnam; attended the Economic Forum; and signed many cooperation documents.

This shows that economic cooperation between the two countries continues to be a bright spot in Vietnam-Korea relations. At the same time, the two countries are implementing well the results of the second Vietnam-Korea Deputy Prime Minister-level Economic Dialogue held last March.

According to Deputy Prime Minister Le Minh Khai, Korea currently holds the number one position in direct investment (accumulated to 82 billion USD); number two in development cooperation, tourism and labor; number three in trade cooperation (reaching 86.4 billion USD in 2022). This result is thanks to the great efforts of the leaders of the two countries, as well as the business community and people. Including the dialogues at the level of Deputy Prime Ministers of Vietnam and Korea.

Affirming that economic cooperation between the two countries is flourishing more than ever, Deputy Prime Minister Le Minh Khai reviewed the economic cooperation situation between the two countries in general and the implementation of the 2nd Vietnam - Korea Deputy Prime Minister Economic Dialogue in particular, thereby making a number of proposals to further promote cooperation between the two countries.

Firstly, in terms of politics, Deputy Prime Minister Le Minh Khai suggested that the two sides continue to promote exchanges of delegations at high and all levels.

In the immediate future, successfully organize this State visit of President Yoon Suk Yeol and implement related results.

One of the most important contents is to effectively implement the "Action Program between the two Governments on implementing the Vietnam - Korea Comprehensive Strategic Partnership".

Second, on economic cooperation, continue to promote economic cooperation in a balanced, sustainable and mutually beneficial direction.

Specifically, in terms of trade,   The two sides signed the "Memorandum of Understanding on the Establishment of Korea Plus in Vietnam and Vietnam Plus in Korea" and the "Joint Statement on the Establishment of an Electronic Commodity Origin Data Exchange System".

According to Deputy Prime Minister Le Minh Khai, these are extremely important premises for relevant ministries and sectors of the two countries to further promote bilateral trade. This is particularly important, especially in the context of the world economy in general and global trade in particular facing certain difficulties.

Although trade cooperation has improved, the trade deficit with South Korea is still very large. Therefore, both sides need to coordinate to implement measures to further open the market.

Deputy Prime Minister Le Minh Khai proposed that South Korea create favorable conditions and relax technical measures on food safety and animal and plant quarantine to promote the export of Vietnam's key agricultural and aquatic products to the South Korean market more strongly and sustainably.

About investment,   Deputy Prime Minister Le Minh Khai welcomed the signing of a Letter of Intent on cooperation in promoting the startup ecosystem and exchanging human resources. Vietnam is very interested in nurturing startups and developing small and medium-sized enterprises, so that these businesses can become a solid foundation for the long-term development of the Vietnamese economy.

Deputy Prime Minister Le Minh Khai emphasized: The Vietnamese Government also encourages Korean enterprises to make new investments and expand their investment scale, especially in priority areas such as infrastructure development, production of high-tech electronic equipment, semiconductors, big data, biotechnology, smart cities; focusing on transferring source technology.

About ODA,   Over the past time, development cooperation between Vietnam and Korea has developed very well. Vietnam highly appreciates Korea's continued consideration of Vietnam as a "Strategic Partner" in ODA and Korea's development cooperation projects creating momentum for socio-economic development in many regions and localities across the country.

Propose that Korea continue to further expand the scale of non-refundable aid to Vietnam, especially in the fields of research and development (R&D), innovation, etc.

Regarding labor cooperation, Deputy Prime Minister Le Minh Khai highly appreciated the two countries' signing of a Memorandum of Understanding on sending and receiving workers to work in Korea under the Employment Permit Program.

Propose that Korea increase the reception of Vietnamese workers and expand labor cooperation between the two countries, especially skilled workers (information technology, health care, etc.) and new occupations that Korea needs (agriculture, services, etc.); coordinate well in implementing the bilateral agreement on social insurance signed in 2022 to ensure social security for workers of the two countries working in each other's territories.

Regarding minerals, based on the Memorandum of Understanding on the establishment of the Critical Mineral Supply Chain Center that the two sides will sign on this occasion, Deputy Prime Minister Le Minh Khai suggested that the two sides soon inaugurate and effectively deploy the operations of this Center.

South Korea attaches great importance to its cooperative relationship with Vietnam.

Mr. Choo Kyung Ho, Deputy Prime Minister and Minister of Economy and Finance of the Republic of Korea expressed his pleasure to meet again with Deputy Prime Minister Le Minh Khai.

He shared that at the 2nd Vietnam - Korea Deputy Prime Minister Economic Dialogue last March, Deputy Prime Minister Le Minh Khai received him very warmly. Korean officials said that Vietnam is a very special partner.

Deputy Prime Minister Choo Kyung Ho said that the visit of South Korean President Yoon Suk Yoel to Vietnam is the first visit to a Southeast Asian country, demonstrating South Korea's respect for Vietnam. And during this visit, the leaders of the two countries will sign many important documents.

On this occasion, Deputy Prime Minister Choo Kyung Ho thanked Deputy Prime Minister Le Minh Khai for his recent measures to support Korean businessmen operating in Vietnam; agreed with the contents Deputy Prime Minister Le Minh Khai mentioned about investment, trade, agricultural quarantine... and affirmed that he will try his best to find appropriate solutions.

Korean Deputy Prime Minister Choo Kyung Ho also mentioned issues related to electronic home appliances, digital technology, green development, work permits, social insurance, mineral supply chain cooperation, ODA, etc. At the same time, he made a number of recommendations related to the operations of Korean enterprises in Vietnam.

Deputy Prime Minister Le Minh Khai expressed his delight at the very effective cooperation results between the two countries in recent times, leaving behind many good feelings; affirming that after the 2nd Dialogue, many things have progressed.

Regarding the remaining issues, Deputy Prime Minister Le Minh Khai affirmed that he will try his best to promote them as soon as possible. At the same time, he requested that Deputy Prime Minister and Minister of Economy and Finance of the Republic of Korea Choo Kyung Ho continue to pay attention and direct Korean agencies to coordinate with Vietnamese agencies to promote the effective implementation of the results of the 2nd Dialogue in the coming time.

The two Deputy Prime Ministers expressed their deep impressions of the country and people, especially the cultural similarities between the Vietnamese and Korean peoples; and wished to meet again soon at the 3rd Dialogue scheduled for 2024.
