Major General Ha Van Cu, Commander and Major General Trinh Thanh Dong, Party Secretary and Political Commissar of the BCHH chaired the meeting.

On April 19, 1958, the General Staff of the Vietnam People's Army decided to establish the Chemical - Atomic Department under the Military Training Department (General Staff) - the predecessor of today's BCHH. Major General Ha Van Cu said that, facing the requirements and tasks of protecting the Fatherland in the new period, the chemical units of the BCHH need to perform well the key tasks, striving to build a revolutionary, disciplined, elite, and modern BCHH by 2030...
