On March 2, in Nam Dam commune (Quan Ba district, Ha Giang province), the Conference on developing the 2025-2030 Plan of the Disaster Risk Reduction Partnership (Plan) was held by the Department of Dyke Management and Disaster Prevention (Office of the Disaster Risk Reduction Partnership) in coordination with ActionAid Vietnam and the Vietnam Social Security Program and Project Support Fund (AFV).
The conference was attended by nearly 100 delegates from more than 20 international and non-governmental organizations such as JICA Vietnam, Plan International in Vietnam, UN Women, World Vision... Here, delegates discussed and made many proposals and comments to develop a disaster risk reduction plan in Vietnam based on key topics such as: raising community awareness, emergency response, disaster information...

Ms. Pauline Tamesis, United Nations Resident Coordinator in Vietnam, Co-Chair of the Partnership chaired the conference, saying that the plan was developed with the aim of enhancing resilience to natural disasters, considering this as the core of Vietnam's development process. At the same time, it encourages the active participation of all members of the partnership in disaster risk reduction in disaster risk management activities, promotes a culture of preparedness and resilience; establishes a unified forum to promote mutual support among members, and facilitates access to funding sources for disaster risk reduction initiatives.

Over the 2025-2030 period, the plan will articulate a shared vision that aligns with the strategic goals of the partnership members, while aligning with the Vietnamese government’s priorities for disaster prevention.
“The disaster risk reduction plan in Vietnam in the coming period will be community-based, and the items implemented will all come from the needs of the people themselves. Early planning helps to collect sufficient information and provide early warnings. This will help partners to be proactive in implementation and balance appropriate budgets,” said Ms. Pauline Tamesis.
Ms. Hoang Phuong Thao, Chief Representative of ActionAid Vietnam, said that in more than 30 years of operation in Vietnam, community-based disaster risk prevention and control programs have always been given great priority by ActionAid. Many programs aimed at preparing in advance, responding during and recovering after natural disasters have been implemented, such as supporting crop and livestock livelihoods, building bridges, installing solar lighting systems, etc. Early planning helps create a favorable legal environment for implementing disaster risk reduction activities, promoting solidarity among members of the Disaster Risk Reduction Partnership, in which each member contributes to the overall success of the Disaster Risk Reduction Partnership in disaster risk reduction initiatives in Vietnam.

Assessing that each international organization has its own priorities, operating areas and partners with different characteristics, Mr. Vu Xuan Thanh, Deputy Director of the Department of Dyke Management and Natural Disaster Prevention and Control, hopes to play a role in connecting organizations, creating mechanisms and forums for parties to coordinate closely and especially effectively utilize resources, avoiding overlap.
Mr. Vu Xuan Thanh affirmed that the Office of the Partnership for Disaster Risk Reduction will coordinate with the Office of the United Nations Resident Coordinator in Vietnam to summarize the discussion contents; will soon have a draft plan to update and consult in more detail with the Partnership members and relevant parties to complete it, submit it to the Partnership Co-Chairs for approval as a basis for organizing implementation.
The Partnership for Disaster Risk Reduction (PDR) was established under Decision No. 3922/QD-BNN-TCCB dated October 11, 2019 of the Minister of Agriculture and Rural Development, with members including more than 20 international organizations and 4 ministerial agencies (Agriculture, Defense, Foreign Affairs, Communications). Members of the PDR are agencies responsible for developing, implementing and monitoring national and global policies on disaster prevention and control, including international Intergovernmental, Governmental and Non-Governmental organizations, and financial institutions. |
As of November 30, 2023, Binh Dinh province has 27 projects and non-projects supported by foreign organizations and individuals being implemented with a total disbursement value of nearly 1.65 million USD. |
