In the first 9 months of 2023, the Provincial People's Council and the People's Councils of districts and cities have proactively and promptly implemented tasks according to the plan and work program set out for the year. Notably, the regular mid-year meeting of 2023 and extraordinary meetings were well organized to decide on important contents related to the situation and tasks of local socio-economic development.
The Provincial People's Council successfully organized 5 sessions, issued 106 resolutions (12 legal resolutions, 94 individual resolutions); the People's Councils of districts and cities successfully organized 24 sessions, issued 223 resolutions and decided many important policies to promote socio-economic recovery, support people and businesses.
The monitoring and survey activities of the Provincial People's Council, districts and cities are increasingly practical and effective. The questioning activities of the Provincial People's Council have many innovations, focusing on issues that voters and people are interested in; questions are not sent in advance and are broadcast live on television and radio for voters and people to follow and monitor. Voter contact activities, citizen reception, receiving and handling complaints and denunciations of citizens are carried out seriously, regularly, in accordance with the provisions of law...
Discussing at the conference, delegates focused on clarifying the achieved results, pointing out limitations, and proposing tasks and solutions for effective implementation in the last 3 months of the year.
The conference also spent a lot of time discussing and assessing the current situation of organizing the People's Council's supervisory activities, focusing on thematic supervision and questioning content at the People's Council's sessions, difficulties, obstacles, and shortcomings, pointing out the causes and sharing experiences and solutions, and at the same time making proposals and recommendations to better implement the Law on Supervisory Activities of the National Assembly and People's Councils in 2015 in the coming time.

Concluding the conference, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, highly appreciated the results achieved in the first 9 months of 2023 by the Provincial People's Council and People's Councils of districts and cities.
To effectively carry out the key tasks in the last 3 months of the year, he suggested that the Standing Committees of the People's Councils of districts and cities continue to innovate their working methods, focusing on improving the quality of voter contact, the quality of supervision and questioning, and organizing explanation sessions well. At the same time, they should increase their focus on the grassroots level, promptly grasp the implementation of the Resolutions issued by the People's Councils at all levels.
Continue to coordinate well between the Standing Committee of the People's Council with the People's Committee, the Standing Committee of the Fatherland Front Committee at the same level. Improve the operational efficiency of the Standing Committee of the People's Council, the Committees of the People's Council, and People's Council delegates.
Coordinate well in receiving citizens, handling complaints and denunciations; each elected representative needs to continue to uphold the sense of responsibility in listening to the thoughts, opinions and legitimate aspirations of voters and people during citizen receptions in the places where they are running for election.
Along with that, focus on organizing well the regular meeting at the end of 2023, especially organizing the vote of confidence for positions elected by the People's Council, ensuring compliance with regulations.
He also discussed and clarified the recommendations and proposals of the delegates raised at the conference.
Within the framework of the conference program, delegates visited the model of planting, caring for, and trading ornamental plants and bougainvillea trees of Mrs. Nguyen Thi Soi’s family in Xuan Mai village, Ninh An commune, Hoa Lu district. This is a typical model in local economic development, successful from the spirit of daring to think and daring to do.

Through the survey and understanding of the aspirations for model development, the Delegation received and recorded to provide guidance and support to help the model access policies issued by People's Councils at all levels, especially to receive early support in the spirit of Resolution No. 105 of the Provincial People's Council on promulgating regulations on a number of policies to support tourism development in Ninh Binh province for the period 2023-2030.
