On the afternoon of October 1, the Provincial Steering Committee on Combating Illegal, Unreported and Unregulated Fishing (IUU) held a conference to review the work of combating IUU fishing in the province. Implementing the conclusion announcement of Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, departments, branches and localities have urgently carried out tasks to overcome shortcomings and limitations in the work of combating IUU fishing.
With the participation of the entire political system from the province to the grassroots, the fight against IUU fishing in Thanh Hoa province has achieved good results. The awareness of officials and people about fighting against IUU fishing has been significantly raised; no fishing vessels violating foreign waters have been arrested or handled; 100% of offshore fishing vessels have installed voyage monitoring equipment; 100% of fishing vessels have been marked according to regulations; 100% of fishing vessels have been entered into the National Fisheries Database Vnfishbase. Since the beginning of the year, the functional forces in the province have sanctioned 118 violations with a total fine of 1.32 billion VND.

However, the whole province still has 23 fishing vessels with "2 no" (no registration, no inspection) and "3 no" (no registration, no inspection, no license) that have not been registered; registration, inspection, fishing license, and food safety certificate have not been completed; fishing vessels operating in the wrong fishing profession for many years have not been handled; fishing vessels with a length of 15m or more do not dock at the designated port to unload products; the number of cases handled and punished is still low compared to the number of cases detected; handling of fishing vessels that have lost connection to the monitoring device at sea for more than 10 days mainly applies the form of warnings and reminders.

Concluding the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang affirmed: Combating IUU fishing is one of the key tasks in the direction and management of the province. He also acknowledged and commended a number of agencies and units that have achieved good results in combating IUU fishing, especially in the peak period in September, while criticizing a number of units and localities that still have shortcomings that have not been overcome.
The Vice Chairman of the Provincial People's Committee emphasized: It is expected that in November, the EC Inspection Team will inspect Vietnam's yellow card recovery work and will decide whether to remove the yellow card for Vietnam or not. If the EC withdraws the red card, it will mean that Vietnamese seafood will not be imported into the European market, greatly affecting the lives and livelihoods of fishermen, especially Vietnam's position in the international arena. Therefore, sectors, units and localities focus on implementing synchronous solutions, thoroughly handling existing limitations and violations of fishing vessels.
The Department of Agriculture and Rural Development coordinates with localities and border guards to complete the registration, inspection, licensing, and issuance of food safety certificates for fishing vessels before October 15, 2024. Strengthen patrols and control of coastal areas, strictly handle violations. Office of inspection and control of fishing vessels. The Provincial Border Guard Command strictly controls fishing vessels entering and leaving fishing ports, estuaries, fishing wharves, and spontaneous anchorage areas. Investigate, verify, and strictly handle fishing vessels violating foreign waters (if any).
People's Committees of coastal districts, towns, cities and Thanh Hoa City focus on directing local interdisciplinary teams, People's Committees of fishing communes and wards to inspect, verify and thoroughly handle violations in the area. Complete the registration and licensing of fishing vessels under the management authority in the area, specifically compile a list of fishing vessels under 6m for strict management. Thoroughly handle violations in implementing the policy on voyage monitoring equipment; strive to connect 100% by October 15, 2024. At the same time, direct local authorities at the commune level and functional forces to take measures to require fishing vessels to enter fishing ports to unload products to monitor output. From now until October 15, if fishing vessels are still allowed to spontaneously dock at ports, request to review organizations and individuals who do not complete their tasks. The People's Committees of districts continue to review the responsibilities of organizations and individuals that have caused the emergence of many "2 no" fishing vessels, and complete the registration of "3 no" fishing vessels before October 15, 2024.
The provincial police continue to monitor and guide the People's Committees of coastal districts, towns and cities to thoroughly handle violations in the implementation of the province's support policies in the fisheries sector. At the same time, continue to grasp the situation and strictly handle acts of brokerage, collusion, and sending ships and fishermen to illegally exploit seafood in foreign waters.
