Vietnam Aviation Academy collected tuition fees 56 billion VND higher than the regulation in the past two years, now it must return it to students.
According to the inspection conclusion of the Ministry of Transport in mid-July, this amount includes tuition fees for the 2021-2022 school year (5 billion VND) and 2022-2023 school year (51 billion VND).
Specifically, in April 2021, the Ministry of Education and Training requested ministries, branches and localities to keep tuition fees stable as in the previous school year. The Ministry of Transport then requested its affiliated units to implement the above request. However, the Vietnam Aviation Academy increased its tuition fees by about 10%.
This fee also exceeds the tuition fee ceiling for the 2021-2022 school year according to Decree 81 of 2021 of the Government, but the academy still did not adjust it.
The difference in fees for this school year (unit: VND/month) is as follows:
Industry group | Tuition of Aviation Academy | Tuition ceiling | Difference |
Higher education | |||
Social Sciences, Economics, Law, Agriculture-Forestry-Fisheries | 1,080,000 | 980,000 | 100,000 |

Last school year, the Aviation Academy collected tuition fees of VND25 million per year, based on the ceiling for this school year of Decree 81. This level is 2-2.5 times higher than the old level. However, the Government later requested to stop increasing tuition fees and keep the old level. Therefore, the total amount collected by the unit exceeded VND51 billion.
Differential collection level in 2022-2023 (unit: VND/month):

In April, Vietnam Aviation Academy announced refunds and deductions of tuition fees for the 2021-2022 and 2022-2023 school years for students. However, at the time of the inspection, students had not received the money.
The Ministry of Transport said that these actions were not in accordance with regulations and requested the school to have a solution and promptly refund the students the amount of money collected in excess of regulations.
Responding to VnExpress , Master Nguyen Minh Tung, Head of Admissions - Student Affairs Department, Vietnam Aviation Academy, said the academy is implementing this request.
Tuition fees will be adjusted to 310,000 - 415,000 VND per credit, depending on the major, equal to the tuition fees for the 2020-2021 school year. Thus, each student will be refunded 335,000 - 470,000 VND per credit.
For students who have not yet graduated, the tuition difference will be deducted in the third semester of the 2022-2023 school year. Students who are in their final semester will be refunded in early August 2023.
