Create safe products, increase income for farmers

Hanoi has achieved many outstanding results in developing multi-value agricultural production, high-tech agriculture, ecological agriculture, and developing craft villages associated with tourism. According to a report by the Hanoi Agricultural Extension Center, up to now, the city has 406 agricultural production models applying high technology (262 models in the field of cultivation, 119 models in the field of animal husbandry, and 25 models in the field of aquaculture).

In recent years, the Hanoi Agricultural Extension Center has promoted the implementation of organic, VietGAP, and high-tech farming, livestock, and aquaculture models. Along with supporting the implementation of demonstration models, the center has also promoted guidance, propaganda, and recommendations for farmers to use biological products, biological and herbal medicines in production. At the same time, it encourages farmers to apply science, technology, and engineering in agricultural production to reduce input costs, towards a green, health-safe agriculture.

Hanoi aims to shift the rural economic structure towards trade and services; increase the contribution of services to the rural economy; promote linkages, build and develop effective value chains for tourism, agriculture and rural areas.

Accordingly, the city develops and diversifies the rural economy through agricultural and rural tourism with community tourism, eco-tourism, and craft village tourism to increase income and improve the material and spiritual life of rural people.

At the same time, develop a system of destinations and rural tourism products that are unique, attractive, high quality, and highly competitive in Hanoi to meet market demand; promote consumption of rural agricultural goods and services in tourism activities.

Lam Dong is also a typical locality that has successfully built and developed multi-value agricultural models, contributing to increasing income for people on cultivated land and promoting sustainable socio-economic development.

Deputy Director of Lam Dong Agricultural Extension Center Nguyen Minh Truong shared: Currently, the whole province has nearly 70 hectares of high-tech agriculture, accounting for more than 21% of the cultivated area. The locality has 730 hectares applying smart technology such as: Dutch Hortmax technology; IoT sensor technology; microclimate sensors; smart farm management software. In livestock farming, barns are invested in and built with modern technology, using robots to replace some human work.

In particular, Lam Dong is a pioneer in researching, selecting and creating high-quality vegetable and flower varieties and purchasing seed rights for production, aiming for export. In addition, the province has built 36 agricultural tourism spots, of which 4 meet international standards. This model not only increases farmers' income but also attracts tourists, contributing to promoting local agriculture.

Developing a team of specialized agricultural extension workers, promoting the application of digital technology

At the workshop, delegates said that developing multi-value agriculture brings high economic efficiency, not only creating safe, high-quality agricultural products, meeting domestic and export markets. However, the current agricultural extension system lacks human resources, especially grassroots extension officers with in-depth knowledge of urban agriculture, high-tech agriculture; flowers - ornamental plants, ornamental fish; processing and preserving agricultural products...

On the other hand, technical and economic norms for crops and livestock, especially those applied in urban agriculture, are slow to be updated and issued. The financial mechanism applied in agricultural extension work of provinces and cities still has many limitations; investment funds for agricultural extension activities are not commensurate with actual needs. In addition, urban agricultural models such as orchid growing, ornamental fish farming, etc. or models applying new technologies require high technical requirements, high investment capital but slow capital recovery, so the development speed is slow in both production scale and number of households participating in implementation.

These are the reasons why agricultural extension activities have not met the diverse needs of different target groups. Activities of a comprehensive model nature, linking cultivation, livestock, preservation, processing with market promotion and ecotourism have not been implemented; the linkage in product consumption is still loose...

Regarding solutions to promote the development of multi-value agriculture, Deputy Director of Hai Duong Agricultural Extension Center Nguyen Phu Thuy said that localities need to develop financial and credit support mechanisms for farmers and businesses investing in organic agriculture and ecotourism; perfect environmental protection policies in organic agricultural production, ensuring harmony between economic development and ecological conservation. At the same time, continue to support farmers and cooperatives to develop value chain linkages from production to consumption; strengthen the promotion of agricultural tourism through fairs, exhibitions, and cooperation with travel businesses.

Deputy Director of Thai Nguyen Agricultural Extension Center Nguyen Dinh Thong suggested that the Central Government as well as localities increase funding sources to support Agricultural Extension Centers and Agricultural Service Centers of provinces and cities to build urban agricultural extension models associated with high technology; large-scale agricultural extension programs and projects, linking production in chains; new models associated with urban agriculture, models applying 4.0 technology.

In order for multi-value agriculture to be effective in the coming time, Deputy Director of the National Agricultural Extension Center Hoang Van Hong said that localities should develop a team of specialized agricultural extension staff, combine training with practical production; promote the application of digital technology in agricultural extension. Along with that, replicate agricultural production models combined with eco-tourism and organic agriculture; encourage sustainable farming models, combining economic values with environmental protection and local culture; build demonstration models applying high technology to replicate in practice.

The Urban Agricultural Extension Club was established by the National Agricultural Extension Center in 2001. It is an organization that operates on a voluntary basis with the aim of building a core of exemplary urban agricultural extension activities. Thereby contributing practical experiences to the development of urban agriculture, promoting the construction of an ecological and sustainable urban agriculture. Currently, the Club consists of 31 members, including the Agricultural Extension Centers and Agricultural Service Centers of 31 provinces and cities.
