The economy is shifting in the right direction.
Hoai Duc is a suburban district, the western gateway of Hanoi. After 15 years of implementing the adjustment of the administrative boundaries of the Capital according to Resolution No. 15 of the National Assembly (2008-2023), Hoai Duc has achieved comprehensive results, the production value of the district's economic sectors increased by an average of over 10%/year. The economy has shifted in the right direction, maintaining a fairly high and relatively sustainable growth rate.
In 2008, the total production value of Hoai Duc district was 2,330 billion VND, the average income per capita was 13.4 million VND/person/year. By 2023, the total production value was 31,209 billion VND, the average income per capita was estimated at 78 million VND/person/year.
The transport infrastructure system has been invested in and developed synchronously and gradually modernized. Urban construction and management according to planning has had positive changes. Many new urban areas have been formed, the urban appearance is more spacious, bright - green - clean - beautiful.
The work of planning management, land management, construction order, environmental protection, and site clearance has achieved positive results. The construction of new rural areas has achieved outstanding results. The development of culture and society has achieved important results, contributing to ensuring social security and improving the material and spiritual life of local people.
By 2016, 100% of Hoai Duc district communes met new rural standards. In 2017, the district was recognized as meeting new rural standards. In 2019, the officials and people of Hoai Duc district were awarded the Third Class Labor Medal by the President for new rural construction.
Up to now, the district has 1 model new rural commune and 7 communes achieving advanced new rural status. The district is striving to complete 2 more model new rural communes and 9 advanced new rural communes by 2023. In the period of 2024-2025, the district strives to complete 3 advanced new rural communes and complete the new advanced new rural district.
Over the past 15 years, the district has also focused on investing in upgrading and building new infrastructure. To date, the district has 1 district cultural - sports center, 6 commune cultural centers (continuing to invest in 8 commune cultural centers), 130 village cultural houses, residential groups and 6 community activity houses of 6 newly established residential groups. In 2022, the district will have 95 schools, including 79 public schools (32 kindergartens, 25 primary schools, 22 secondary schools), 15 private schools and 1 vocational education - continuing education center.
The number of public schools meeting national standards is 61/79 schools, reaching 77.2%. Currently, the district has 20/20 medical stations meeting national standards on health (period 2011-2020); reaching 7.4 doctors/10,000 people, 17 hospital beds/10,000 people. The whole district has 319 non-public medical facilities. The health insurance coverage rate of the whole district is 93.1%. If in 2008 the number of poor households was 2,311 households (rate of 5.39%), then by the second quarter of 2020, there were no more poor households in the district.
Currently, Hoai Duc is implementing the construction of 8 main traffic routes including: Ring Road 3.5 (length 4.9 km, width 60 m) connecting from National Highway 32 - Thang Long Avenue, expected to be completed in 2024. Completed upgrading and combining traffic of Ta Day dike route (length 16.7 km, width 9 m from Dan Phuong - Ha Dong).
At the same time, 5 frame traffic routes are under construction, with an average cross-section width of 40-50 m, expected to be completed in 2024-2025. Upgrading and renovating 49.3 km of city-managed roads; all district, commune and town roads are concreted and asphalted; 9 new routes with a length of 25.2 km are opened.
The total number of roads in the district is 825.5km, reaching a rate of 9.72km/km2, basically meeting the needs of production and business development and people's daily life. 100% of the roads in the district have been asphalted or concreted with a lighting system, ensuring connection with the administrative centers of communes in the district and neighboring districts. 100% of communes and towns have clean water supply systems, the rate of households using clean water reaches 92%...

Efforts to achieve the criteria to become a district
Implementing the City's direction on developing Hoai Duc district into a district, Hoai Duc has reviewed the criteria to have a specific plan to complete each stage. The district has achieved 26/31 criteria to become a district.
Hoai Duc is continuing to focus on leading and directing the implementation of the remaining criteria with specific and practical solutions to ensure quality completion, striving to soon achieve the district criteria.
Promoting the achieved results, in the coming period, Hoai Duc district will focus on promoting the implementation of the task of rapid and sustainable socio-economic development, firmly ensuring national defense and security, expanding foreign relations, and caring for the material and spiritual life of the people.
The District Party Committee and the Steering Committee for Investment in Building the District into a District of Hoai Duc regularly hold meetings and direct the implementation of tasks and solutions to complete the criteria that do not meet the conditions. Currently, the district is directing the implementation of a number of solutions, specifically: Focusing on propaganda and mobilization so that cadres, party members and people understand the main contents, tasks and solutions that the district is implementing and reach consensus during the implementation process; creating investment resources, considering this a key task from now until the end of the term to ensure the balance of budget revenue and expenditure and capital sources to implement projects that complete the criteria.
Along with that, the district will establish a working group to review localities that do not meet the population and area standards of 50% of the ward standards to have a roadmap for arranging administrative units, ensuring reasonableness and stability. The district also speeds up the progress of the framework traffic projects assigned to investors, striving to complete them in 2023 and 2024; complete high school projects that meet national standards in 2025. At the same time, speed up the implementation of urban area, housing and commercial center projects, contributing to perfecting the criteria on urban infrastructure...
The district also carried out well the planning and planning management work; focused on reviewing the Master Plan for the Capital's construction, the planning of urban subdivisions related to the area to propose to speed up the progress of covering the plans; recommended the city to comprehensively resolve a number of existing problems and obstacles related to the traffic system, drainage, technical and social infrastructure works, etc.
