Support in policies, healthcare, vocational education, livelihoods, etc. has contributed to supporting people with disabilities in Quang Tri province to improve their lives.
Overcoming the difficulties of a visually impaired person, with a starting capital of 50 million VND, in 2018, Mr. Le Cuong (34 years old, residing in Bich Khe village, Trieu Long commune, Trieu Phong district, Quang Tri province) established a broom production facility at home to create jobs for himself and for people in the same situation in the area.
Mr. Le Tu (55 years old, father of Mr. Le Cuong) said that before, Mr. Cuong had learned this profession from the local Blind Association. Up to now, by making brooms and acupressure at home, Mr. Cuong has a relatively stable income, supporting himself. “Cuong's job is now quite stable. Cuong is also married. Now I stay home every day to support my child's work and take him (Mr. Cuong's child) to school. My wife and I feel much more secure,” Mr. Tu confided.
Regarding future plans, Mr. Cuong expressed his hope that relevant units will pay attention and create favorable conditions for loans to expand his broom production facility.
Ms. Vo Thi Thuy - President of the Red Cross, Disabled and Social Protection Association of Trieu Long commune added that Mr. Cuong himself graduated from university. Accordingly, with his academic qualifications and will to improve, Mr. Cuong was trusted by the organization to be elected as Vice President of the Red Cross, Disabled and Social Protection Association of Trieu Long commune, assigned to be in charge of the blind.
According to Ms. Thuy, people with disabilities in the area all have the will to improve their lives. However, they need the attention and sharing of philanthropists and projects to focus on developing their livelihoods. They need to be equipped with knowledge appropriate to their level and type of disability to develop their economy, and need to be supported with a “fishing rod” to support themselves.
Mr. Tran Duc Nhu - Chairman of the Association of People with Disabilities, Victims of Agent Orange/Dioxin and Social Protection of Trieu Phong District said that as of December 2024, the whole district has 3,567 people with disabilities receiving monthly allowances according to regulations. Currently, the Association of People with Disabilities, Victims of Agent Orange/Dioxin and Social Protection of the district is implementing support work for people with disabilities according to current regulations and plans, focusing on two key issues, including: support for people with disabilities to be able to live independently and develop livelihoods for this group of people.
Specifically, supporting people with disabilities to live independently will bring long-term effectiveness, helping them to overcome their inferiority complex, rise up and affirm their position and contribute to society. The Association of People with Disabilities, Victims of Agent Orange/Dioxin and Social Protection of Trieu Phong District are using all resources from the programs to build works, equip equipment, vehicles... to support individuals with disabilities. Regarding livelihood support, the Association has coordinated with the local Policy Bank to organize monthly exchanges and provide direct guidance to people with disabilities in the communes periodically.
According to information from the Department of Labor, War Invalids and Social Affairs of Quang Tri province, as of December 2024, the whole province has over 31,000 disabled people receiving monthly allowances. Of which, the whole province currently has 84 disabled children attending nursery schools, kindergartens, 597 disabled children attending primary school, 342 disabled children attending secondary school, 106 disabled children attending high school, and 131 disabled children studying in specialized educational institutions.
Providing assistance to people with disabilities in vocational education, job creation and livelihood support, in 2024, massage establishments and concentrated production facilities managed by the Quang Tri Association for the Blind will achieve a revenue of more than 3.2 billion VND, creating regular jobs for 194 workers who are members and blind people, with an average income of 2.5 million VND/person/month.
In addition, the Association of the Blind in districts, towns and cities in the province also regularly investigates and surveys to propose solutions to social policies and opens vocational training classes for members... helping the rate of poor households who are members of the Association of the Blind to decrease from 15.99% to 13.78% (364/2,641 members).
In 2024, the Association of the Disabled, Agent Orange Victims, Support for the Disabled and Protection of Children's Rights in Quang Tri province actively mobilized domestic and foreign benefactors to sponsor. It is estimated that the Association's fund received more than 18 billion VND (higher than in 2023) and sponsored 25,864 people.
