The Ministry of Culture, Sports and Tourism has just issued Decision No. 2962/QD-BVHTTDL approving the Plan and budget for implementing the task of "Supporting research, restoration, preservation and promotion of intangible culture of ethnic minorities at risk of extinction under the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas in 2024" of the Vietnam National Institute of Culture and Arts.

The purpose of the plan is to implement the Party's guidelines, the State's policies and laws on research, restoration, preservation and promotion of intangible culture of ethnic minorities at risk of extinction in association with local tourism development. Effectively promote investment resources of the State, society and community in research, restoration, preservation and promotion of intangible culture of ethnic minorities at risk of extinction.

In addition, strengthen national solidarity, especially for youth and young people through activities: cultural activities, teaching folk songs, folk dances, teaching traditional crafts, folk knowledge, cultural rituals imbued with the identity of each ethnic group; create conditions for the community to exchange, have healthy entertainment from their traditional cultural values. Raise awareness of the work of preserving and promoting intangible culture of ethnic minorities at risk of fading away; promote the role and enhance the capacity of cultural subjects of artisans, village elders, village chiefs, prestigious people and ethnic minority communities in researching, restoring, preserving and promoting intangible culture of the nation.

Specifically, in the fourth quarter of 2024, the Ministry of Culture, Sports and Tourism assigned the Vietnam National Institute of Culture and Arts to preside over and coordinate with the Departments of Culture, Sports and Tourism of Lang Son, Bac Kan, Ha Giang, Bac Giang, Vinh Phuc, An Giang provinces, the Department of Culture, Sports and Tourism of Thua Thien Hue province and relevant agencies and units to carry out tasks under the National Target Program on Socio-Economic Development of Ethnic Minority Areas in 2024.

In Lang Son, research, restoration, preservation and promotion are organized: The coming-of-age ceremony of the Dao people in Cong Son commune, Cao Loc district; Then hotpot of the Nung people in That Khe town, Trang Dinh district; and the intangible cultural heritage of Xang Co singing of the San Chi people in Loc Binh district.

In An Giang, research on preserving and promoting the art of performing the Rebana drum of the Cham people. In Ha Giang, research on restoring, preserving and promoting the Village Washing Ceremony (Lông chin) of the Lo Lo ethnic group in Dong district. In Bac Giang, research on preserving and promoting the folk literature and folk knowledge in the funeral house-building custom (Lan thai) of the Cao Lan people in Xuan Luong commune, Yen The district. In Thua Thien Hue, research on restoring, preserving and promoting the Grave-abandoning Ceremony of the Co Tu people in Doi village, Thuong Lo commune, Nam Dong district. In Vinh Phuc, research on preserving and promoting the Soong Co singing of the San Diu people in Lap Thach district. In Bac Kan, research on preserving and promoting the patterns on traditional costumes of the Dao Tien ethnic group in developing tourism products.

During the implementation process, the plan also requires close adherence to the goals and tasks of Project 6 under the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2025 period. Promote internal strength, self-reliance and arouse pride in the traditional cultural values ​​of ethnic communities at risk of being lost. Be proactive and flexible in implementation to encourage and motivate ethnic minorities at risk of being lost to actively participate in activities to preserve and develop traditional cultural identities.

In addition, it is necessary to promote the role of the people as the main subject in building and replicating the model of preserving and developing the traditional cultural identity of their nation. There needs to be consultation with the community and consensus of the people in the community; the community can enjoy cultural values ​​and benefit from cultural and tourism activities.../.
