Deeply aware of that importance, in recent years, units and localities in Military Region 9 have seriously and strictly implemented it with many creative and effective forms and methods.
Positive changes
We arrived at the lecture hall of the National Defense Education Center, Military School of Military Region 9, just as students were studying the content of "Prevention and combat of the "peaceful evolution" strategy of hostile forces against the Vietnamese revolution". Nearly 300 students in neat "military uniforms" were all attentively following the PowerPoint lecture on the screen. Dinh Minh Hoai, a first-year student majoring in automotive technology at Tay Do College, confided: "With the very creative way the teacher built the content, theoretical issues that seemed dry and abstract were concretized, close to life. From there, it helped us understand the lesson quickly and grasp the essence of the problem."
According to Colonel Pham Thanh Binh, Principal and Director of the Center for National Defense Education of Military School of Military Region 9: Along with building a team of quality teachers, the unit has focused on investing and building facilities; innovating content, programs, and teaching methods in a positive direction. Through the study period, students are equipped with basic knowledge of military and national defense policies; key points of movements, techniques, and infantry combat tactics; features and effects of some types of weapons and equipment...
To raise awareness and responsibility in organizing and implementing the work of national defense and security education, the Military Region has issued many directives, plans, and organized dissemination and guidance for units. In particular, the Military Region directs military agencies at all levels to advise local Party committees and authorities to regularly improve the national defense and security education council to ensure sufficient numbers and correct composition; propose specific solutions to decentralize and open appropriate classes. “On average, each year the Military Region and localities organize more than 600 classes for nearly 60,000 people of various subjects. Cadres are trained to have a deep understanding of the Party's guidelines and policies, the State's policies and laws on national defense and security (NDS); "Serving well the leadership and management work in departments, branches, organizations, and localities, creating positive changes in awareness and responsibility of all levels for this work," said Colonel Trinh Hoai Van, Head of the Militia and Self-Defense Department, General Staff of Military Region 9.
Diversify content, propaganda and education measures
As an area with many ethnic groups and religions, especially recently the number of high-tech enterprises with foreign investment has increased rapidly, therefore, in organizing implementation, the Military Region and localities focus on training in military and defense knowledge for key officials at all levels, sectors (target 2) and religious dignitaries, officials, prestigious people, and business owners. In addition to the training program according to regulations, the Military Region also introduces some new content and outstanding events related to the area for propaganda and orientation. Thereby, helping learners gain a lot of useful knowledge to apply in practice according to each position and responsibility, contributing to maintaining political security and social order and safety in the area, while making positive contributions to consolidating and strengthening the military and defense potential.
Sharing experiences in the work of national defense education, Colonel Chau Chac, Deputy Political Commissar of the An Giang Provincial Military Command, said: “Through exchanges and discussions, religious dignitaries and officials all affirmed that being trained in national defense knowledge helps them gain deeper awareness, improve basic knowledge about building national defense, people's security, religious policies of the Party and State, plots and tricks of hostile forces, thereby applying the good and the good to organize activities for their religion”. Lieutenant Colonel Nguyen Van Cang, Deputy Political Commissar of the Tri Ton District Military Command (An Giang Provincial Military Command) shared: “The content of training in national defense knowledge is not heavily theoretical, but is closely linked to practice. To help students absorb easily, during the teaching process, we also combine common languages with Khmer”.
Along with that, units and localities in Military Region 9 have also done a good job of disseminating knowledge of national defense and security to the entire population. Standing agencies of the councils at all levels have advised local Party committees and authorities to promote the role of reporters, regularly organize thematic talks, and provide current information in conferences and training sessions... In particular, military agencies at all levels have also done a good job of coordinating with localities to integrate propaganda and disseminate knowledge of national defense and security through training activities, drills, "Military-Civilian Tet", selection and calling of citizens to join the army... Thereby, it has changed the awareness and responsibility of all classes of people, contributing practically to the construction and consolidation of national defense associated with the people's security posture, especially the solid "people's hearts posture" right from the grassroots. According to Lieutenant Colonel Ho Sy Sang, Deputy Chief of Staff, Dong Thap Provincial Military Command: The provincial armed forces also combine outdoor activities with propaganda for people in border areas about the Party's policies and the State's laws, participate in socio-economic development, and strengthen national defense and security. Propaganda and dissemination of national defense and security knowledge to people in border areas have contributed to spreading to Cambodian people, helping them better understand the Party's policies and the laws of Vietnam, to join hands in building a peaceful, stable and developed border.
In addition to the results and experiences achieved, the work of national defense education in Military Region 9 also has certain limitations such as: The organization of dissemination and implementation of directives and instructions from above in some localities is not timely; the standing agency of the grassroots national defense education council has not regularly performed its advisory role in leadership, direction, operation and inspection; the coordination between some units and localities is sometimes not tight... "The Party Committee and the Military Region Command will lead and direct units and localities to thoroughly disseminate and strictly implement the Party's guidelines and viewpoints, the State's laws, and instructions from all levels to further improve the quality and effectiveness of national defense education work in the coming time", affirmed Lieutenant General Nguyen Xuan Dat, Commander of Military Region 9.
