Paris Agreement 1973: People's diplomacy channel highly effective

The signing of the Paris Agreement on ending the war and restoring peace in Vietnam was a historic milestone in Vietnam's revolutionary diplomacy.

Up to now, more than half a century has passed since the signing date, which is also an important occasion to look back at the negotiation process of the agreement, draw lessons from the negotiation process to creatively apply to the implementation of current foreign policy, including people-to-people diplomacy.

The Paris Agreement signed on January 27, 1973 was an important victory in our people's resistance war against the US and opened an important milestone in Vietnam's history, creating the foundation for us to move towards liberating the South and unifying the country (April 30, 1975).

After the signing of the Paris Agreement in 1973, and then after the event of April 30, 1975, countries around the world began to establish diplomatic relations with Vietnam, officially bringing Vietnam to participate fully as a unified, completely independent nation on the international stage. A series of countries in 1973 established official diplomatic relations with Vietnam such as: Canada, Argentina, Japan, Singapore, Malaysia, England, France, Italy, the Netherlands... This can be considered the inevitable result that we have from the victory of the Paris Agreement in 1973.

In particular, during the negotiations in Paris, Vietnam received great support from the Soviet Union, China and other socialist brother countries. We also won the sympathy of international public opinion, including progressive American public opinion, contributing to creating a broad world people's front supporting fairness and justice for Vietnam. It can be affirmed that the international solidarity movement for the Vietnamese people's resistance war against the US to save the country is an unprecedentedly broad international solidarity movement in history.

That is the great strength, of great significance, creating a combined strength for Vietnam to achieve the final victory. Besides, the Paris Agreement is also a great encouragement for the peace-loving and justice-loving people in the world, those who have accompanied, supported and helped the Vietnamese people throughout the long and arduous resistance war, following every development on the battlefield as well as at the negotiating table in Paris. The Agreement is a strong testament to the truth: "bringing justice to defeat cruelty, replacing violence with humanity", strengthening the belief of peace-loving people and oppressed peoples around the world in the just struggle of our nation.

It can be said that the 1973 Paris Agreement is the place that most clearly demonstrates the effectiveness and strength of the people's foreign policy, from which Vietnam has built international friendships, loyal friends that remain steadfast until now. If during the years when Vietnam was facing great difficulties, many countries, friends, organizations, and people's movements in the world devoted their affection and material wealth to support Vietnam's two resistance wars for national independence and national reunification, then during the period of reform and opening up, this system of international friends also devoted their affection and resources to support Vietnam, normalize relations, break the blockade and embargo, and carry out our renovation.

In 2023, on the occasion of the 50th anniversary of the signing of the Paris Agreement and also the 50th anniversary of establishing diplomatic relations with many countries, the Vietnam Union of Friendship Organizations (VUFO) organized many important events such as seminars, talks, meetings...

Also within this framework, we once again affirm to the world's leaders and people: "Vietnam is consistent from beginning to end". Through these activities, Vietnam's people's diplomacy channel wants to convey the message: "Vietnam in the past is still loyal, affectionate and grateful for your contributions and support". This is also part of the goals, objectives and motto of foreign affairs activities. We are responsible to the international community, we implement our foreign policy. We are responsible for being friends, trustworthy partners and responsible members.

We must continue to maintain and strengthen the existing network of partners. But at the same time, we have the important task of expanding the network of friends and partners on the people's channel in various countries. But how to expand? in which countries? to which target groups? This is not a simple story.

Therefore, from inheriting and promoting the spirit of the 1973 Paris Agreement, we will continue to expand international friends, establish people-to-people diplomatic channel partners based on certain foundations and principles. The highest foundation and principle is to implement Vietnam's foreign policy: independence, self-reliance, diversification, multilateralization, peace, friendship, cooperation, mutual benefit, on the basis of the fundamental principles of the United Nations Charter and international law.

In short, people-to-people diplomacy must both strengthen friendly relations between Vietnam and other countries, but also mobilize resources for Vietnam's construction and development.
