At the press conference, Chief of Office of the National Assembly Delegation and Hanoi People's Council Nguyen Ngoc Viet said that the 17th Session (regular session in mid-2024) will take place from July 1 to July 4, and is expected to review 42 contents including 17 reports and 25 resolutions.
Specifically, the City People's Council will review the first 6-month reports and the direction and tasks for the last 6 months of 2024 on: results of the implementation of the socio-economic development plan; direction and administration of the City People's Committee; activities of the City People's Council; participation in government building of the City Fatherland Front Committee...
Along with that are reports on the results of supervision by the Standing Committee of the City People's Council on the settlement of voters' petitions; reports by the City People's Committee on the results of citizen reception, settlement of complaints and denunciations; results of anti-corruption work and practice of thrift and anti-wastefulness...
The meeting also reviewed the report assessing the implementation status and updating and adjusting the 5-year medium-term public investment plan for 2021-2025 at the city level; the implementation results of Resolution No. 04/NQ-HDND dated April 8, 2022 of the City People's Council on measures to accelerate investment progress, focusing on handling non-budget capital projects using land that are slow to be implemented in the city (until June 2024); the results of the City People's Council's supervision on the implementation of discipline, order and responsibility in the performance of public duties of State agencies under Hanoi.
The Chief of Office of the National Assembly Delegation and the Hanoi People's Council informed that at this Session, the Hanoi People's Council will consider issuing a Resolution with 25 contents. Notably, the overall project for investment in the construction of the urban railway system in the capital; the project to improve capacity and ensure fire prevention, fighting and rescue safety in the capital for the period up to 2025, with a vision to 2030; the regulations on management of Hanoi's architecture; regulations on expenditure contents and expenditure levels from the city budget to implement the Investment, Trade and Tourism Promotion Program, etc.
The session spent one day (July 3) on question-and-answer activities on the implementation of socio-economic tasks and pressing issues of concern to the City People's Council delegates and voters of the capital. The question-and-answer session was broadcast live on Hanoi Radio and Television.
The City People's Council always cares about the issue of land funds for school construction.
At the press conference, answering reporters' questions about handling responsibilities for slow project implementation progress, Chief of Office of the National Assembly Delegation and the City People's Council Nguyen Ngoc Viet affirmed that at each session of the City People's Council, the City People's Committee reports on this content; at the same time, at the questioning and re-questioning sessions, slow-moving projects with no progress are questioned. In addition, the People's Council will organize re-supervision delegations based on the actual situation.
For districts lacking schools, the City People's Council's policy is always to pay attention to allocating land for school construction; for projects that are slow to implement or when reclaiming to implement BT projects, the City People's Council always creates conditions for the construction of schools and public benefit works.

Actively deploy work when the Capital Law (amended) is passed
Regarding the reporter's question about the work that Hanoi City will implement when the draft Law on the Capital (amended) will be considered and approved at the 7th Session of the 15th National Assembly on June 28, the Chief of Office of the National Assembly Delegation and the Hanoi People's Council said that the Law on the Capital (amended) was passed to create very important mechanisms and policies for the Capital. The Central Government has assigned a lot of power to the Capital, and the Hanoi People's Council alone has increased about 80 tasks that need to be specified to promote the role of the authority. When the Law on the Capital (amended) is passed, together with the Hanoi People's Council, the Hanoi People's Committee has also prepared a plan to have a roadmap to put the mechanisms and policies into effect immediately.
“Regarding the organizational mechanism, because of increasing the tasks of the People's Council, there must be arrangements and an increase in the apparatus (with full-time delegates and People's Council Committees). With the model that Hanoi is piloting of not organizing ward People's Councils in districts and towns, it will be officially implemented when the Law on the Capital (amended) is officially passed.
