That was the content that delegates mentioned a lot during the working session of the Provincial Party Standing Committee (term XIV) with the Ham Tan District Party Standing Committee on the implementation of tasks in 2023 and key tasks in the coming time, on the afternoon of January 24, 2024 at the Provincial People's Committee.
At the conference, delegates acknowledged the achievements and efforts of Ham Tan in achieving and exceeding 19 targets for 2023, notably the budget revenue reaching 298 billion/280 billion of the estimate; speeding up compensation and site clearance for Tan Duc and Son My 1 industrial parks. At the same time, they also pointed out the difficulties and shortcomings of the district in building traffic infrastructure, irrigation, and new rural construction... and as the Secretary of the District Party Committee said, there were also aspects that had not been stemmed from within, such as slow administrative procedure reform, planning, and resolving pending cases... All stemmed from the capacity of cadres, so Ham Tan needed to improve the quality and strengthen the cadre team at all levels.
Mr. Nguyen Thanh Nam, Head of the Provincial Party Committee's Organization Board, speaking at the conference, said that in 2023, Ham Tan did a good job in Party building and attached great importance to personnel work, but currently, Ham Tan's staff is still lacking and the communes' personnel are still inadequate. In fact, every time Ham Tan does personnel work, it receives a petition, so the Standing Committee of the Ham Tan District Party Committee needs to resolutely create solidarity and consensus within the organization to be able to perfect personnel work in the coming time.
Mr. Doan Anh Dung, Chairman of the Provincial People's Committee, stated that Ham Tan has many advantages and positions through large industrial parks under construction, including projects worth up to 6 billion dollars. Attracting secondary investors with named projects once implemented is enough to balance the provincial budget. Therefore, Ham Tan urgently coordinates to make specific land prices for compensation, speed up site clearance for projects to be implemented...
Standing Deputy Secretary of the Provincial Party Committee Nguyen Hoai Anh commented that Ham Tan has made many efforts, has a geographical location, and has great potential for industrial development in the coming time. Therefore, in addition to paying attention to traffic and irrigation infrastructure, it is necessary to pay attention to energy infrastructure, digital infrastructure; land management, construction; pay attention to vocational training, ensuring human resources for the future. At the same time, pay attention to building internal solidarity; planning, training, fostering cadres, and preparing cadres at all levels before the congress.
On behalf of the Provincial Party Committee Standing Committee, Provincial Party Secretary Duong Van An emphasized that in the coming time, Ham Tan's opportunities will become increasingly evident. The important task is to try to catch up with the trend, seize the opportunity, and take advantage of the opportunity to make Ham Tan strong in both Party building, political system building and socio-economic development. Accordingly, the Provincial Party Secretary requested the Standing Committee of Ham Tan District Party Committee to prioritize improving the quality of cadres at all levels in the district. In the past, work implementation has not ensured progress, land inspection work has been delayed, and coordination between districts, communes and provincial agencies has not been smooth. All of this comes from cadres. In addition to improving the quality of cadres, Ham Tam needs to pay attention to solving outstanding and long-standing issues, including policy issues and complaints, to create conditions for harmonious development.
The Provincial Party Secretary said that Ham Tan currently has 3 areas with equal development opportunities. As for industry, no other area has 3 large industrial parks like Ham Tan, so it has great prospects in the future. As for tourism, the district has 22 km of coastline, beautiful beaches, but Ham Tan tourism has nothing, because of obstacles, the district must consult, resolve, and find opportunities for development. Then agriculture has a number of models in which people from the West come to the district to rent land to grow fruit trees, which need to be replicated, as this is an area that ensures stability and income for the people. Therefore, the district must pay attention to developing 3 areas like a solid tripod. Besides, it is necessary to strengthen the management of land, minerals, etc.
According to the Provincial Party Secretary, Ham Tan and La Gi are considered the driving force for the development of the southern part of the province, so they need to continue to pay attention to investing in connecting traffic infrastructure and irrigation. As for irrigation, it is necessary to improve the quality of irrigation investment. Canals must be solidified to avoid seepage and water loss, because the sandy land of Ham Tan is inherently absorbent. As for the Song Dinh 3 reservoir project, we will strive to improve the level to store more water, meeting the needs of use in Ham Tan and La Gi. To have funds for compensation, relevant sectors and Ham Tan need to boldly study legal regulations to dredge sand in the reservoir bed, and get funds for compensation. In the immediate future, we must proactively source water from Song Dinh 3 reservoir, because the water source from La Nga 3 reservoir, even if it is quick, will not be available until 2030.
