Quang Ninh Customs: Many activities to develop Customs-Business partnership

Flexible organization of many activities

In 2024, the development of Customs-Business partnership was selected by Quang Ninh Customs Department as one of the key tasks to be implemented in the Key Work Program in 2024; Plan for Reform, Development and Modernization of Quang Ninh Customs Department in 2024; Plan for State Budget Revenue Management in 2024... In particular, on February 6, 2024, Quang Ninh Customs Department issued Plan No. 573/KH-HQQN on developing Customs-Business partnership and related parties in 2024; identifying specific tasks and solutions to implement practical and effective Customs-Business partnership development activities.

Deputy Director of Quang Ninh Customs Department Trinh Van Nhuan said that in 2024, Quang Ninh Customs Department will continue to be proactive and create conditions for the business community and related parties to fully and promptly grasp the newly issued policies and legal regulations on customs and taxes on import and export goods; thereby accompanying the Customs agency in the process of organization and implementation. The Customs agency promptly and effectively resolves difficulties and problems in order to share, support and create favorable conditions in the process of carrying out customs procedures for the business community.

“Encourage and facilitate the business community and relevant parties to participate in perfecting customs policies and laws, management methods, and service quality of customs agencies at all levels; participate in implementing programs and projects on customs reform and modernization, administrative reform plans, and digital transformation of the customs sector related to people and businesses,” Mr. Trinh Van Nhuan wishes.

Right from the first months of 2024, the Quang Ninh Customs Department has promoted the implementation of specialized business support programs such as customs procedures for on-site import and export goods; processing; classification; origin; conditions for recognition as a priority enterprise; tax regulations on import and export goods and other topics as proposed by the business community. In particular, Quang Ninh Customs continues to support digital transformation for enterprises and related parties to ensure synchronization with the digital transformation process of the Customs sector; actively support and remove difficulties and obstacles arising for enterprises and local people in the process of implementing digital transformation contents of the Customs sector; deploy digital transformation in supporting enterprises in looking up information of civil servants checking customs dossiers... At the same time, continue to be proactive and creative in implementing the Support Program, encouraging enterprises to voluntarily comply with customs laws.

In addition, Quang Ninh Customs Department has also flexibly and diversely organized forms of support for businesses. For example, organizing dialogue conferences, working directly combined with online; continuing to maintain and promote the effectiveness of hotlines, Zalo, Viber, Email... to promptly receive and quickly and accurately handle feedback and recommendations from people and the business community. The unit also maintains the effective operation of the Support Teams to resolve problems/Advice Teams for businesses at the customs branch/customs department to quickly, enthusiastically and effectively resolve any problems that arise or advise and help the business community with unclear issues during the customs procedures.

Facilitate business attraction

In 2024, Quang Ninh Customs Department will continue to deploy the Software to assess the satisfaction of customs declarants with the service quality of customs officers and the operational efficiency of customs agencies at all levels in the process of handling customs procedures. Thereby, raising the awareness, responsibility and ethics of customs officers in performing their duties; contributing to promoting administrative reform in the customs sector and facilitating trade.

Hon Gai Port Customs Branch (Quang Ninh Customs Department) has always been at the forefront of reform, modernization, and supporting businesses. The Branch's leaders have actively directed the flexible implementation of solutions to facilitate and support businesses right from the beginning of the year through many activities such as regularly exchanging and understanding production and business plans, understanding businesses' difficulties to support and answer promptly; actively advising and proposing to localities solutions to facilitate and attract businesses... In nearly 2 working months in early 2024, Hon Gai Port Customs Branch attracted 246 businesses to complete procedures for 8,427 import-export declarations, with import-export turnover reaching 686.5 million USD; budget revenue reached 1,057.02 billion VND, reaching 24% of the 2024 plan target (assigned target of 4,399 billion VND).

At Mong Cai Border Gate Customs Branch, in the first months of 2024, especially during the 2024 Lunar New Year holiday, the Branch thoroughly grasped and organized the implementation of tasks to ensure management requirements, promptly handle customs procedures for enterprises, and prevent congestion of import and export goods and means of transport entering and exiting the country. At the same time, strengthen customs inspection, control, and supervision to prevent and combat smuggling, trade fraud, and illegal transportation of goods within customs control areas.

From January 1 to February 15, 2024, Mong Cai Border Gate Customs Branch processed 8,893 declarations with a total import-export turnover of 358.82 million USD, an increase of 49.2% in declarations and 40.5% in turnover compared to the same period in 2023.

The proactive and active implementation of Customs - Business partnership activities at Quang Ninh Customs Department has been highly appreciated by the business community.

At the same time, the functional forces of the border gate block, especially the Customs agency, have created all conditions for the company to quickly clear goods, ensuring the correct delivery schedule with partners according to the signed contract”.
