(HQ Online) - The leader of Thanh Hoa Port Customs Branch (Thanh Hoa Customs Department) said that accompanying businesses and actively supporting procedures not only helps businesses stabilize production but also ensures state management of customs.

Head of Thanh Hoa Port Customs Branch Ngo Van Thanh said that the management area of Thanh Hoa Port Customs Branch is spread across industrial zones in the province with more than 200 enterprises engaged in import and export of goods, of which nearly 150 enterprises regularly engage in import and export activities, mainly in garments, leather shoes, seafood, construction materials, etc. These enterprises not only create jobs for tens of thousands of workers but also make important contributions to the economic growth of the province. Therefore, creating conditions for enterprises to promote import and export activities is identified by the Branch as an important and regular task, a criterion for assessing the level of task completion of cadres and civil servants in the unit.

Sharing about the business situation in the area, the leader of Thanh Hoa Port Customs Branch informed that in the "post-covid" period, businesses were heavily affected, there were no orders, production was at a standstill due to small exports, especially to the American and European markets. Therefore, from the beginning of the year, the Branch made plans and assigned leaders to businesses to closely monitor the business situation and provide timely support solutions. Through understanding the business situation, businesses basically had stable orders until the end of April.
However, according to Mr. Ngo Van Thanh, although business orders have recovered and become more stable, there are still difficulties arising. “Because in 2023, businesses had no orders, leading to workers quitting their jobs. Now, there are orders but businesses lack labor; orders are not as long as before, so attracting and retaining workers is also a difficult problem. In that context, the Customs authority always determines to actively support policies and procedures to help businesses stabilize production and business,” Mr. Ngo Van Thanh shared.
From that orientation, the Branch continues to maintain and expand solutions to support businesses. In addition to regular activities such as business dialogue, Thanh Hoa Port Customs Branch has arranged and assigned officers and civil servants to suitable job positions, meeting the requirements of state management of customs; correctly and fully implementing customs procedures. Notably, the Branch has established and maintained regular activities of the Working Group to resolve difficulties for businesses. This Working Group includes officers and civil servants who are proficient in expertise, profession and experience in handling customs procedures, directly grasping and promptly resolving difficulties for businesses.
In addition, the working groups also regularly grasp information about the business activities to have a solution orientation. Accompanying the business is not only convenient but also ensures management work. If the business is at risk of ceasing operations, there are measures to manage imported raw materials.
According to the leader of Thanh Hoa Port Customs Branch, the change in personnel in enterprises due to difficulties in production and import-export activities requires the Customs agency to regularly accompany enterprises. Because in many enterprises, the import-export department has a rotation, leading to unstable declarations and easy errors, so the Customs agency must be close to reality and guide enterprises to avoid unnecessary violations such as: incorrect declaration of quantity, value, tax rate. For enterprises with procedural difficulties, timely support and solutions are provided for enterprises. Through dialogues with the Customs agency, enterprises have been updated with new documents and policies as soon as possible, promptly implemented and cooperated well with the Customs agency, improving their self-awareness in complying with the law.
The companionship and support of the Customs agency for enterprises is clearly demonstrated by the rate of channeling at the Thanh Hoa port Customs Branch. The branch leader said that the rate of Yellow channeling only accounts for 10%, Red channel only accounts for 2.6%. This also reflects that enterprises are complying quite well with customs policies and laws.
