Create motivation for business development
As is the annual practice, from the beginning of 2024, Bac Ninh Customs Department has proactively developed a plan to work with large enterprises and corporations in the three provinces of Bac Ninh, Bac Giang and Thai Nguyen. In this plan, the leaders of Bac Ninh Customs Department expect to grasp the production and business situation, record difficulties and obstacles, and make recommendations and proposals on state management policies on customs.
And in the first days of the Spring of Giap Thin 2024, the Customs Magazine reporters had the opportunity to follow the delegation of the leaders of Bac Ninh Customs Department to work with companies belonging to Trina Solar Group (Yen Binh Industrial Park, Thai Nguyen province).
According to the reporter's records, at the meeting, the leaders of Bac Ninh Customs Department expressed their desire to receive comments and contributions from businesses to further improve the management work of the Customs agency. At the same time, they committed to support, guide, remove difficulties, and give warnings to help businesses limit errors, thereby working side by side with businesses to develop and expand production scale in Vietnam.
Informing businesses at the meeting, Director of Bac Ninh Customs Department Tran Duc Hung said that in recent times, Bac Ninh Customs Department has promoted the implementation of activities related to the development of Customs - Business partnership and the Pilot Program to support businesses to voluntarily comply with customs laws. Thereby, the unit proactively grasps business information, propagates, and supports the business community to learn and properly implement legal regulations related to import and export activities, helping businesses gradually improve the level of compliance, reduce the rate of declarations that require document checks as well as physical inspection of goods. The activities of Bac Ninh Customs Department not only concretize the reform and modernization goals of the Customs sector but also contribute to improving the provincial competitiveness index in the provinces under the state management of customs by Bac Ninh Customs Department: Bac Ninh, Bac Giang and Thai Nguyen.
According to Mr. LU SONGBO, Director of Import and Export of Solar Group, in the process of implementing projects and production, business and import and export activities in Thai Nguyen, the enterprise has received a lot of support and facilitation from the Bac Ninh Customs Department and Thai Nguyen Customs Branch (Bac Ninh Customs Department). Especially, the timely consultation, guidance and removal of difficulties and obstacles for enterprises to comply with the law and quickly clear goods.
“The facilitation of the Bac Ninh Customs Department is an important driving force for the Group to decide to soon increase investment capital in Thai Nguyen. We hope that in the coming time, the Customs agency will continue to accompany and support the enterprise to develop stable and sustainable production and business activities in Vietnam,” Mr. LU SONGBO expressed.
Immediately after the working session with Trina Solar Group, the delegation of the Bac Ninh Customs Department will continue to work with the following enterprises: Goertek Vina Co., Ltd. (Que Vo Industrial Park, Bac Ninh); Goertek Technologi Co., Ltd.; Amkor Technologi VN Co., Ltd. (Que Vo Industrial Park Expansion, Bac Ninh); Canon Vietnam Co., Ltd. (Que Vo Industrial Park, Bac Ninh); Hana Micron Vina Co., Ltd. (Van Trung Industrial Park, Bac Giang). These are manufacturing enterprises in key areas that Vietnam is aiming for such as semiconductor components, solar batteries, electric motorbikes, etc.
Effectively implementing partnerships
According to Director Tran Duc Hung, the Bac Ninh Customs Department currently manages about 6,500 enterprises with import and export activities in the three provinces of Bac Ninh, Bac Giang and Thai Nguyen. The main types of import and export include non-taxable import and export goods of export processing enterprises (import of raw materials and supplies for processing and export production...) and some taxable types such as import of machinery and equipment; import for production and business; import for consumer business...
According to the leader of Bac Ninh Customs Department, currently in Bac Ninh, Bac Giang and Thai Nguyen provinces, there are about 31 industrial parks, with an area of over 12,000 hectares. According to the planning of the 3 provinces, in the coming time, the number and scale of industrial parks will continue to increase. Accordingly, the number of enterprises increases rapidly, leading to an increase in the volume of imported and exported goods, posing requirements and pressures in management work for the Customs agency, requiring both meeting management requirements according to the provisions of law and facilitating international trade activities.
Therefore, in the early days of 2024, Bac Ninh Customs Department has focused on directing its affiliated and subordinate units to continue to pay attention to creating maximum favorable conditions, reducing customs clearance time for import and export goods of the business community, contributing to promoting production, business and economic development. In addition, the Department is determined to effectively implement the Customs - Business partnership.
Accordingly, promoting the effectiveness of the work of developing the Customs-Business partnership and related parties in the past time, Bac Ninh Customs Department continues to strongly implement the work of developing the Customs-Business partnership in 2024 and the following years, with the aim of having the business community accompany, support and actively participate in the process of customs reform and modernization; contributing to improving the effectiveness of implementing customs policies and laws and performing public duties in the Customs sector. At the same time, promptly and effectively resolve difficulties and problems to share, support and facilitate the process of customs procedures for the business community; contributing to building an open, transparent, effective, attractive and trustworthy investment and business environment for the business community.
