Immediately after the Prime Minister issued Decision No. 06/QD-TTg dated January 6, 2022 approving the Project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030" (referred to as Project 06/CP), the Hai Phong City Party Committee and People's Committee established a Steering Committee, developed a plan, and assigned the City Police to be the standing agency of the Steering Committee to implement Project 06/CP. With a positive and proactive working spirit, Hai Phong City has become the first locality in the country to register to deploy all 43/43 pilot models of Project 06/CP and has achieved outstanding results. As of April 30, 2024, the units have deployed 39/43 models of Project 06/CP, of which the most prominent models are: deploying 53 essential public services according to Project 06/CP; medical examination and treatment using Qr code of citizen identification cards (CCCD) with electronic chips and VneID (184/184 health insurance examination and treatment facilities have looked up and received CCCD cards with electronic chips for patients coming for medical examination and treatment, reaching a rate of 100%); centralized online authentication via the CCCD card authentication technology platform with electronic chips; internal communication for all cadres, civil servants and public employees of state agencies; Deploying crime reporting via VNeID application by propagating and creating video clips "Instructions for reporting crime via VNeID" posted on Youtube channel to guide people to implement... In addition, Hai Phong continues to fully prepare conditions to effectively deploy the remaining models in the coming time. With the role of standing, pioneering, and leading by example in implementing Project 06/CP, the City Police have actively mobilized businesses with conditions on security and order, coordinated with relevant units to organize a conference to announce 4 models chaired by the City Police, including: Model of deploying accommodation management platform at: motels, motels, 2-3 star hotels, 4 star hotels, 5 star hotels, guest houses, official residences at The Tray Hotel No. 42 Lach Tray, Ngo Quyen, Hai Phong; Model of deploying accommodation management platform at: rental houses, houses in industrial parks at LG Display Vietnam Co., Ltd. in Trang Due Industrial Park, An Duong district; Model 11 deploying accommodation management platform at: medical examination and treatment facilities at Viet Tiep Friendship Hospital, Cat Dai ward, Le Chan district, Hai Phong; model deployed at business establishments with conditions on security and order - pawnshops, security services, other establishments at VIC Co., Ltd. Vinh Niem Industrial Cluster, Le Chan district... In addition, the City Police have actively promoted and mobilized accommodation establishments in the area to install ASM software, invest in equipment with Internet connection, CCCD card readers with electronic chips to make accommodation notifications via ASM software. During the implementation period, 1,152 accommodation facilities, 36 medical examination and treatment facilities with patients staying and 1 dormitory of LG Display Vietnam Co., Ltd. were mobilized to install and notify accommodation on ASM software.
All models after implementation have received consensus and positive response from people and businesses.
The models are all practical in applying population data, simplifying procedures to serve the city's socio-economic development, ensuring security and order, and bringing convenience and benefits to citizens and businesses in the city.
In addition, the City Police is also the first unit among the five centrally-run cities to complete the earliest target of issuing CCCDs and the targets of receiving applications for issuing CCCDs with electronic chips for 100% of eligible citizens in the city.
