This afternoon (September 5), Standing Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban held an urgent meeting requesting relevant sectors and localities to strictly monitor the intentional transportation of ash and slag out of the territory of Jaks Hai Duong Power Company Limited (Jaks Power). This enterprise is located in Le Ninh and Quang Thanh communes of Kinh Mon town.
Strictly handle acts of intentionally transporting ash and slag
At the above meeting, relevant departments and Kinh Mon Town People's Committee had a quick report on the fact that Jaks Hai Duong Power Company continued to transport ash and slag out of the factory while the province was under a temporary suspension order.
A representative of the Department of Natural Resources and Environment said that in the near future, they will coordinate with Jaks Electricity to install air and dust monitoring stations to obtain environmental indicators in this area. Recently, the unit has coordinated with the People's Committee of Kinh Mon town to issue documents urging and reminding businesses.
Mr. Luu Van Ban criticized the involvement of specialized departments at the Department of Natural Resources and Environment as not being thorough and continued to assign the Department of Natural Resources and Environment to preside over and coordinate with relevant departments and Kinh Mon town to monitor, inspect, and strictly handle violations (if any).
The Vice Chairman of Hai Duong Provincial People's Committee emphasized: "I request Jaks Hai Duong Company to pay attention to 3 locations and stages that are likely to generate dust causing pollution. These are the ash and slag pouring trough in the factory; the road distance from the pouring trough to the waterway port and the pouring head from vehicles on the road to the waterway vehicles. The company must have measures to thoroughly overcome the problem of dust causing pollution in these 3 areas, in order to minimize the impact on the environment and people's lives."
Deputy Director of Hai Duong Provincial Police Le Quy Thuong agreed with the direction of Mr. Luu Van Ban and said that the management level from the province to the town should request Jaks Hai Duong Company to strictly comply with the temporary suspension of ash and slag transportation out of the factory. This transportation will be difficult to absolutely avoid dust generation, it is necessary to assess and provide the index according to regulations for the factory to comply.
Regarding this issue, the Vice Chairman of Hai Duong Provincial People's Committee emphasized: The factory must find every solution to minimize dust emissions into the environment and at an "acceptable" level for the state management agency to approve the transportation of ash and slag. In addition, factors affecting the environment such as sound, water environment... must also be at a safe level.
“We do not absolutely require the transportation of ash and slag without dust particles flying into the environment. If the ash and slag accumulate in one area and are not removed, a large area of land will be lost. The government has agreed to transport it out of the factory for consumption, to meet the needs of re-production and landfill. However, the transportation process must ensure environmental safety,” said Mr. Ban.
Stop transferring ash and slag in any form
At the meeting, Chairman of Quang Thanh Commune People's Committee Luu Huu Nhan reported: Because the conveyor belt transporting ash and slag of the thermal power plant to the gathering place is often broken, the factory has transported it by public road and this generates dust, causing environmental pollution.
"The dust is caused by a steep slope on the road, cars generate dust when they get there and people complain, people have even gone out on the street many times to block cars from moving. The government has mobilized and propagated to people to understand so as not to disrupt security and order," said Mr. Nhan.
After listening to reports from relevant units, Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban concluded:
From 0:00 on September 6, Jaks Hai Duong Power Company must immediately stop transferring ash and slag waste out of the factory by both road and waterway.
The suspension period is until the enterprise overcomes the environmental pollution situation when transferring ash and slag waste from the factory to the outside.
After completing the repair, Jaks Hai Duong Company must report to Hai Duong Provincial People's Committee and related units for verification.
During this suspension period, if businesses continue to violate, relevant units must handle them seriously.
Jaks Power Company leaders promised Hai Duong authorities that they would strictly comply, requesting partners to transport ash and slag to temporarily stop and complete equipment installation, and handle issues that could cause pollution before September 15.
