In the plan, the Provincial Party Standing Committee requires that in implementing Regulation 144-QD/TW, the leadership and direction responsibilities of Party committees and Party organizations must be clearly defined. Implementation must be associated with promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle and the resolutions and conclusions of the Central Committee on Party building and rectification and the political system; regulations on setting examples and things that Party members must not do.
Strengthen the discovery, training, commendation and reward of typical advanced examples effectively, creating a strong spread in society.
The concretization of revolutionary ethical standards must be consistent with the profession of cadres and party members; according to assigned duties and tasks and must be consistent with the standards in Regulation No. 144-QD/TW; the criteria for evaluating the implementation of revolutionary ethical standards are the basis for determining the level of task performance of each cadre and party member.
The work of evaluating, inspecting, supervising, summarizing, concluding, praising and rewarding typical examples in the process of organizing the implementation of Regulation No. 144-QD/TW associated with studying and following Ho Chi Minh's ideology, morality and style must be effective and substantive.
The Provincial Party Standing Committee requests Party committees and Party organizations at all levels to strengthen their leadership and direction in organizing the implementation of Regulation No. 144-QD/TW. Review, supplement, develop and perfect professional ethics and public service ethics standards for cadres and Party members. Strengthen propaganda and education work. Strengthen inspection and supervision of implementation. Do a good job of evaluating, rewarding, disciplining, summarizing and concluding the implementation of Regulation No. 144-QD/TW.
Each cadre and party member must actively and proactively study, research, thoroughly understand, imbibe and voluntarily implement the revolutionary ethical standards according to Regulation No. 144-QD/TW. Constantly strive, cultivate and practice revolutionary ethical standards; uphold the spirit of "self-reflection" and "self-correction" according to the criteria of the standards to constantly improve revolutionary ethics; combined with improving knowledge, skills and working capacity to meet the requirements of tasks in the new situation.
The Provincial Party Standing Committee assigned the Provincial Party Committee's Propaganda Department (from March 1, 2025, the Provincial Party Committee's Propaganda and Mass Mobilization Department) to preside over and coordinate with the Provincial Party Committee's Party Building Departments and relevant agencies to advise the Provincial Party Standing Committee on guiding, monitoring, and urging the implementation of Regulation No. 144-QD/TW and the implementation plan of the Provincial Party Standing Committee; periodically review and summarize according to the instructions of the Central Propaganda Department.
Monitor functional sectors in building, perfecting and organizing the implementation of professional ethics standards, public service ethics and the concretization of revolutionary ethical standards of sectors, units and localities.
Direct, guide, and orient the work of propagating, disseminating, and educating revolutionary ethical standards, professional ethics, and public service ethics of cadres and party members; propose commendation and reward work.
Direct and guide news agencies and newspapers in the province to diversify forms of extensive propaganda to promote the study and follow of Ho Chi Minh's ideology, morality and style, to implement the criteria in Regulation No. 144-QD/TW, to implement the model of "four good party cells", "four good grassroots party committees", exemplary behavior of cadres and party members; to reflect the achieved results, and at the same time condemn and criticize violations in implementing the standards.
The Provincial Party Committee's Organizing Committee presides over and coordinates with relevant units to advise on including the implementation of the Regulation in the annual evaluation criteria for cadres and party members.
The Provincial Party Committee's Inspection Commission presides over advising the Provincial Party Committee's Standing Committee to integrate the implementation of Regulation No. 144-QD/TW into the inspection and supervision contents on party building work, improving the quality of party members, and exemplary behavior...
The Party Committee of the Provincial People's Committee (from March 1, 2025, the Provincial People's Committee Party Committee) leads the Provincial People's Committee to direct functional branches to review, supplement, and perfect professional ethics and public service ethics standards in accordance with Regulation No. 144-QD/TW.
The Vietnam Fatherland Front Committees at all levels strengthen their role in criticizing and supervising the implementation of revolutionary ethical standards by cadres and party members.
The Provincial Political School, political centers of districts, towns and cities include the content of Regulation No. 144-QD/TW in training programs and documents for cadres and party members.
District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee shall lead and direct subordinate Party Committees, cadres, and Party members to strictly implement Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo and the plan of the Provincial Party Committee Standing Committee. Focus on leading and directing the organization to strictly implement revolutionary ethical standards in their units; promote the pioneering and exemplary role of cadres and Party members, especially the heads of agencies, units, and localities in practicing revolutionary ethical standards associated with promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle. Periodically report the results annually and introduce, propose commendation and rewards in the implementation of Regulation No. 144-QD/TW on the Provincial Party Committee Standing Committee (through the Provincial Party Committee's Propaganda and Mass Mobilization Department).
The Standing Committee of the Provincial Party Committee noted that implementing Regulation No. 144-QD/TW, dated May 9, 2024 of the Politburo in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle is a very important task, a measure to evaluate cadres and party members in all actions and work, thereby constantly striving to contribute to building a clean and strong Party and government, meeting the development requirements of the province in the new period.
The Provincial Party Standing Committee requests Party committees at all levels, authorities, relevant agencies, cadres and Party members in the entire Provincial Party Committee to seriously implement and disseminate the implementation plan of Regulation No. 144-QD/TW to Party cells.
