On the afternoon of November 24, the handover ceremony of Hoa Lac High-Tech Park from the Ministry of Science and Technology to the Hanoi People's Committee officially took place at the Hoa Lac High-Tech Park Conference and Implementation House (Thach Hoa commune, Thach That district, Hanoi).

Hoa Lac High-Tech Park was established by the Prime Minister's decision in 1998. The planned area of the park is 1,586 hectares, located in the two districts of Thach That and Quoc Oai, planned into 8 functional areas and auxiliary areas such as lakes, buffer zones, and trees.
The population of the High-Tech Park is forecasted to be 229,000 by 2030, of which 99,300 are permanent residents. However, to date, the total land area filled by investors has only reached about 240 hectares. The efficiency of land use has not met the requirements.
The Hoa Lac High-Tech Park Management Board consists of 5 state management units and 2 public science and technology units. The total number of staff of the Management Board is currently 239, including 38 civil servants, 12 public employees, 44 contract workers, and 145 contract workers at 100% state-owned enterprises. The Management Board Party Committee is a grassroots Party Committee under the Party Committee of the Ministry of Science and Technology, with 5 Party cells and 106 Party members.

Pursuant to the direction of the Government and the Prime Minister in Resolution No. 119 dated August 1, 2023 and Decision No. 116 dated October 10, 2023 on the transfer of Hoa Lac High-Tech Park and Hoa Lac High-Tech Park Management Board from the Ministry of Science and Technology to the Hanoi People's Committee for management.
Accordingly, the City has actively and proactively coordinated with the Ministry of Science and Technology and relevant ministries and branches to research and develop a project to submit to the Government and the Prime Minister to carry out the transfer. At the same time, a Working Group has been established with the Chairman of the City People's Committee as the Head to promptly carry out the task of handing over and receiving the Hoa Lac High-Tech Park and the Hoa Lac High-Tech Park Management Board, ensuring that all activities of the High-Tech Park are not interrupted, and that the organization and ideology of cadres and party members are soon stabilized during the process of changing the governing body.
At the handover ceremony, Mr. Huynh Thanh Dat - Minister of Science and Technology affirmed that the transfer to Hanoi People's Committee is a major and important turning point in the process of construction and development of Hoa Lac High-Tech Park.

Minister Huynh Thanh Dat believes that after receiving Hoa Lac High-Tech Park, the Hanoi People's Committee will continue to maintain the goal of focusing on developing science, technology and innovation; ensuring the inheritance and promotion of the achievements gained in the process of construction and development since the establishment of Hoa Lac High-Tech Park.
In his speech, Deputy Prime Minister Tran Luu Quang affirmed that the transfer of Hoa Lac High-Tech Park from the Ministry of Science and Technology to the Hanoi People's Committee is necessary for the development of Hoa Lac High-Tech Park in particular, and the development of the capital and the country in general.
The Deputy Prime Minister requested the Hoa Lac Hi-Tech Park Management Board to make more efforts to become a leading bird in innovation, research and development, and technology transfer; to truly take the lead in developing science and technology, and to become a center for training high-quality human resources and a center for scientific and high-tech research in the country.

Accepting the opinions of the Government leaders, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that the transfer of Hoa Lac High-Tech Park to the Hanoi People's Committee for management creates favorable conditions for the city to concretize the goals identified in Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo: "Promoting research, transfer, application, development of science, technology and innovation; building Hanoi into a leading center of innovation, research, development, and technology transfer in the country and the region with the core being Hoa Lac High-Tech Park".

In the coming time, the Hanoi People's Committee will focus on directing the completion of all site clearance work for Hoa Lac High-Tech Park in 2024; at the same time, it will allocate resources to invest in infrastructure and continue to research and issue specific and outstanding mechanisms and policies to build and develop Hoa Lac High-Tech Park to become the nucleus of the whole country in innovation, research, development, technology transfer and play the role of the nucleus and core area of Hoa Lac urban area in the future .
