Speaking at the groundbreaking ceremony, Vice Chairman of the City People's Committee Duong Duc Tuan emphasized: "The project is a very important traffic project with the goal of completing the traffic infrastructure system according to the planning, solving traffic congestion at the Phap Van intersection - the Southern Gateway of our capital Hanoi, contributing to ensuring traffic order and safety for the inner city area, promoting socio-economic development for Hoang Mai district, Thanh Tri district and the southern and southeastern areas of the city center. With the above meanings, the implementation of investment and construction of the project is extremely necessary and urgent".

Vice Chairman of the City People's Committee Duong Duc Tuan issued the order to start the project to invest in building the road connecting Phap Van - Cau Gie road with Ring Road 3.

On behalf of the city's leaders, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan highly appreciated the efforts and focus of the Hanoi Traffic Construction Investment Project Management Board; the Department of Transport, Hoang Mai District People's Committee, Thanh Tri District People's Committee and related units in the investment preparation and project implementation preparation so that today the project has met the conditions to start construction.  

In order for the investment and construction of the Project to be completed on schedule and meet technical and quality requirements, on behalf of the city's leaders, Comrade Duong Duc Tuan requested the City Traffic Construction Investment Project Management Board to preside over and closely coordinate with the city's departments, branches, and sectors, construction contractors, and consulting units to manage the project in accordance with State regulations; strictly comply with regulations on investment and construction procedures, standards, processes, and technical regulations to implement the project on schedule and ensure quality; regularly monitor, inspect, and promptly resolve any problems arising during the project implementation; ensure labor safety, traffic safety, and environmental sanitation, minimize the impact of construction on the lives of people in the area, and in particular, pay attention to organizing smooth and safe traffic during the project implementation; Do a good job of site clearance, ensure the rights of the people. At the same time, require construction contractors and supervision consultants to properly implement the commitments in the contract signed with the investor; organize construction and supervise construction works to ensure quality, strive to exceed progress and ensure absolute safety in work.
