Removing "bottlenecks", speeding up the progress of the more than 1,300 billion VND project to upgrade National Highway 7

Construction progress is slow.

National Highway 7 is the main traffic route of Nghe An province in general and Yen Thanh district in particular. In particular, the section passing through Yen Thanh district has a total length of 27,774 m (including both sides) passing through 5 communes: Vinh Thanh, Vien Thanh, Bao Thanh, Cong Thanh and My Thanh.

The project to renovate and upgrade National Highway 7 through Nghe An was started on September 7, 2022, and is expected to be completed in 2023 and put into use in 2024. However, up to now, the project has not been completed.

Cong Thanh Commune is having problems with 16/77 plots of land, with a total length of 195m on both sides of the route.

According to the report of Yen Thanh District Land Clearance Council, about 25,775m2 of land has been handed over (93%). In particular, Vinh Thanh commune has completed the land clearance work. However, there are still 1,900m2 of 4 communes of Vien Thanh, Bao Thanh, Cong Thanh and My Thanh that have not been cleared, slowing down the construction progress as planned.

Specifically: Vien Thanh commune is facing difficulties with 20/73 plots, the total length of both sides of the route is 220m; Bao Thanh commune is facing difficulties with 3/33 plots, the length of both sides of the route is 61m; Cong Thanh commune is facing difficulties with 16/77 plots, the total length of both sides of the route is 195m; My Thanh commune is facing difficulties with 53/76 plots, the total length of both sides of the route is 1,565m.

No land, construction is spread out causing the project to be behind schedule.

The cause of the land acquisition problem has also been raised to find a solution.

Efforts to hand over the site before March 30, 2024

On March 12, the People's Committee of Yen Thanh district held a meeting to deploy a plan to ensure security and order, and clear the site to hand over to the construction unit of the project to upgrade and renovate National Highway 7, the section through Yen Thanh district.

Yen Thanh District People's Committee met to discuss plans to remove bottlenecks.

Here, Ms. Le Thi Hoai Chung, Secretary of Yen Thanh District Party Committee, emphasized that the upgrading and renovation of National Highway 7 is very important, contributing to the economic and social development of Nghe An province and Yen Thanh district.

In order for the site clearance work to be handed over to the construction unit before March 30, 2024 as committed between the district and the Provincial People's Committee, the Party Committees and authorities of the above 4 communes must have solutions to remove difficulties and obstacles.

Strengthen leadership and direction, especially propaganda, mobilization and dialogue with people in all forms; Promote the role and responsibility of leaders, the pioneering and exemplary role of cadres and party members in implementing and promptly grasping information, public opinion and resolving petitions, recommendations and feedback from people to handle situations that may arise.

In addition, the compensation and site clearance work must be public, democratic and transparent, ensuring adequate benefits for the people. The District Party Secretary also assigned the relevant departments and communes to promptly develop detailed plans for construction protection, and the forced site clearance must comply with legal regulations.

Yen Thanh District Land Clearance Council directly dialogued with households related to compensation and land clearance work for the project to renovate and upgrade National Highway 7A, the section passing through Cong Thanh commune.

Regarding this, Mr. Nguyen Van Duong, Vice Chairman of the District People's Committee, Chairman of the Project Compensation and Site Clearance Council, added that specific tasks have been assigned to each commune and related departments and branches. In particular, the communes continue to promote propaganda, mobilization, and dialogue with the people; publicly post procedures, documents, land use records of each household and compensation finances so that people understand and comply; Do a good job of advising the district to have appropriate solutions during the implementation process.

The District People's Committee has also assigned Project Management Board 4 to coordinate with insurance companies to promptly resolve compensation for households affected or whose houses were damaged due to construction; support vehicles, human resources and local authorities to dismantle the project. When the government hands over the site, construction must begin immediately to ensure the project is on schedule.

In particular, the authorities will resolutely and strictly handle acts of inciting people to file complaints; cases of opposition in construction protection, forced site clearance causing disturbance to security and order.

The project to upgrade National Highway 7, section Km0 - Km36, and handle landslides caused by storms and floods in the Khe Thoi - Nam Can section, was approved with a total investment of more than VND 1,300 billion, with Project Management Board 4 as the investor. This is the second project in the medium-term public investment plan for the period 2021 - 2025 approved by the Ministry of Transport.
