In June 2014, the United Nations Educational, Scientific and Cultural Organization (UNESCO) officially listed Trang An Scenic Landscape Complex, Ninh Binh as a World Cultural and Natural Heritage - the first mixed heritage of Vietnam and Southeast Asia. Up to now, after 9 years of being listed, the management, conservation, exploitation and promotion of the values of the Heritage according to the World Heritage Convention and the provisions of Vietnamese law have achieved positive results. Ninh Binh always upholds the spirit of responsibility, commits to implementing well the regulations in the management, conservation and sustainable promotion of heritage values, determined to position the tourism brand associated with heritage, striving to become the leading destination for domestic and international tourists. Developing sustainable tourism, creating more livelihoods for people Trang An Scenic Landscape Complex has an area of over 12 thousand hectares; the core area has over 14 thousand people out of a total of 44 thousand people living here. Since being recognized as a World Heritage Site, the province has always focused on heritage conservation combined with sustainable tourism development to create new livelihoods for local people. The number of direct workers in the Trang An Scenic Landscape Complex is over 10,000 people, indirect workers are over 20,000 people, focusing on a number of occupational groups such as: boat rowing, sales, security, business, small-scale trading or operating tourist accommodation facilities... The income of local communities from tourism development activities, especially community tourism, has increased significantly over the years. Ms. Hoang Thi Khuyen, a boatman at Trang An Eco-tourism Area, is always proud and honored that her hometown has a beautiful heritage with special cultural and historical values. "The lives of people here have changed significantly since Trang An Scenic Landscape Complex became a World Heritage Site. Thanks to that, we have stable jobs and improved our family life. More than that, we have met many tourists from different countries and cultures. From there, we have the opportunity to promote the image, country and people of Vietnam to friends around the world," Ms. Khuyen shared. For Trang An Scenic Landscape Complex, sustainable development goals always put people at the center, as the goal for development. Heritage management aims to pass on to future generations in accordance with the spirit of the World Heritage Convention associated with tourism development towards green growth, ensuring harmony between conservation and development. Therefore, to make heritage truly the property of the community, protected by the community and for the community is the goal of management agencies and businesses. Ms. Hoang Thi Thu Huong, Deputy Head of Trang An Eco-tourism Management Board, said that businesses regularly promote and raise awareness for the community so that they can see the importance and value of heritage. Thereby, helping them to raise their sense of responsibility and self-awareness for protecting heritage, the environment in general and the tourism environment in particular. Balancing the benefits between nature conservation and development After Trang An Scenic Landscape Complex became a World Heritage Site, Ninh Binh promptly issued legal documents on management, conservation and promotion of heritage values. The system of issued documents has comprehensively determined the vision, principles and basic orientations for heritage management and protection; harmoniously resolving the relationship between heritage conservation and local socio-economic development in general and tourism development in particular.In addition, the province has flexibly applied the public-private partnership model, ensuring harmonious interests among the parties: government - community - enterprises; in which, enterprises and people are taken as the center, as the subjects of heritage. The economic restructuring from agriculture to tourism services towards green and sustainable growth has promoted the vitality, potential and value of heritage, so that heritage truly belongs to the community, is protected and preserved by the community.
Since 2014, specialized agencies have organized 65 training courses for nearly 9,000 people in the heritage area to raise awareness of responsible tourism, heritage management and protection for managers of tourist areas and historical and cultural relics as well as to foster tourism knowledge for people working in tourist areas and destinations. Local authorities create conditions for the community to contribute opinions to the planning of mechanisms and policies, participate in heritage management, benefit from heritage, create a balance between conservation and ensuring people's livelihoods, and move towards building the community into the center of heritage protection work.
The locality has focused on balancing the interests between nature conservation and development, the interests of stakeholders in preserving and promoting the value of Trang An heritage. Trang An scenic complex is one of the few heritages that has been little affected by humans. Humans and nature are in harmony, benefiting each other by creating jobs for thousands of workers, in harmony with the interests of businesses.

Mr. Nguyen Cao Tan, Deputy Director of Ninh Binh Department of Tourism, emphasized that up to now, the requirements and recommendations of the World Heritage Committee have been seriously and responsibly implemented by the province. The outstanding global values of the heritage are respected and preserved. In addition, thanks to good propaganda work, the awareness of local authorities and the community about the role and importance of the heritage has been significantly raised. The tourist areas and spots in the Heritage Area have truly played a core role in promoting the development of Ninh Binh tourism.
In the coming time, Ninh Binh will continue to perfect the public-private partnership model in preserving and promoting heritage values, focusing on issues of management coordination mechanisms, benefit sharing, coordination and responsibility among relevant parties. At the same time, the province will use resources economically and effectively, especially non-renewable resources, limit the harmful effects of natural disasters and proactively and effectively adapt to climate change, preserve and develop biodiversity, enhance management capacity, and train human resources for sustainable development. The locality will focus on harmoniously resolving the contradiction between preserving heritage and promoting values to serve local development.
