The year 2025 is of special importance, being the final year of implementing the 5-year Socio-Economic Development Plan 2021-2025, and the starting year for the new phase plan. As General Secretary To Lam pointed out, "This is also the year to focus on organizing Party Congresses at all levels, towards the 14th National Congress of the Party and consolidating and preparing well the fundamental factors to successfully implement the 10-year Socio-Economic Development Strategy for the period 2021-2030, marking the time when the country enters a new era, an era of rising up, developing richly and prosperously for the nation".
Right from the beginning of the year, the New Year messages of the Party and State leaders have ignited the fire of enthusiasm for the determination to innovate, make drastic efforts to act, and create institutional support to promote the position and strength of the whole country.
It can be seen that with the pioneering action of a "Government of Action"; from meetings "day and night", clear and decisive decisions have been bringing confidence and solidarity of the entire political system to carry out the institutional revolution.
The Government has agreed on the management theme of "Discipline, responsibility; proactive and timely; streamlined and effective; accelerating breakthroughs" for 2025. In this spirit, the Government held a conference to summarize the work of 2024 and deploy the tasks of 2025 of the Government and local authorities on the morning of January 8, creating enthusiasm and momentum right from the first day and the first month of the year to make the highest efforts to complete the 5-year plan 2021-2025.
This is also the time when the whole country is focusing on giving the highest priority to all resources to fully and comprehensively deploy tasks and orient plans to reorganize the Government's apparatus, internal organizations of ministries, ministerial-level agencies, government agencies, district-level and commune-level administrative units in the direction of "Refined - Lean - Strong - Effective - Effective - Efficient".
Up to now, on average, government agencies have reduced about 30% of internal contacts, in some places up to 50%, on that basis restructuring the leadership team and cadres, civil servants and public employees. The reduction of the apparatus helps reduce staff, reduce regular expenditures which currently account for about 68% of total budget expenditures and avoid overlap in the implementation of tasks of ministries and branches.
It can be affirmed that efforts to reorganize the apparatus together with efforts to promote economic growth and macroeconomic stability will contribute to creating a solid foundation, increasing strength and resources for the country.
One of the important foundations for 2025 is the results achieved in 2024. That is: the socio-economic situation in 2024 continued a very positive recovery trend, achieving and exceeding all 15/15 main targets, of which 12/15 targets exceeded the set target. The GDP growth results have helped raise the scale and ranking of Vietnam's GDP, increase per capita income and increase labor productivity...
Another highlight is the happiness index increased by 11 places, ranking 54/143 countries and territories (according to the United Nations). These results are a testament to our outstanding efforts, of special significance, contributing to creating momentum, strength, position, confidence and hope to achieve higher results, enhancing autonomy in 2025 and the coming period.
From the solid foundation of 2024, the General Secretary requested that prioritizing promoting economic growth, maintaining macroeconomic stability and controlling inflation are key goals to build a strong and stable economy, thoroughly implementing the motto "development for stability - stability for development". To achieve an economic growth rate of 8% in 2025, focusing on growth quality and striving for double-digit growth in the 2026 - 2030 period, the General Secretary requested that synchronous and effective solutions be implemented. In particular, it is necessary to promote institutional breakthroughs, promote market principles in resource mobilization and allocation, and eliminate the "ask - give" mechanism and subsidy mindset.
In the spirit of the direction of the General Secretary, Prime Minister Pham Minh Chinh stated, "2025 is the final year of the 5-year Plan 2021 - 2025, we must review the targets and tasks of the entire 5 years to promote and do better with the targets that have been achieved and exceeded; strive to complete the targets that have not been achieved to strive to achieve the highest level of the 5-year plan 2021-2025".
In that context, the Government, ministries, branches and localities focus on thoroughly implementing the motto "Discipline, responsibility; proactiveness, timeliness; streamlining and efficiency; accelerating breakthroughs", correctly implementing the viewpoint "The Party leads, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not back down, do each task properly, do each task to completion".
The Prime Minister emphasized a number of key tasks and solutions for 2025. These are to prioritize promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Striving for a growth rate of at least 8% or higher, the Government will review and assign specific tasks and targets on growth rates to ministries, branches, and localities.
Develop scenarios to achieve growth targets, focusing on renewing traditional growth drivers (investment, consumption, export); at the same time, create breakthroughs to promote new growth drivers, new and advanced production forces; Develop breakthrough policies to mobilize social resources, effectively exploit resources from enterprises, strongly develop private enterprises (striving for this sector to contribute about 65-70% of GDP).
At the same time, effectively implement the summary of Resolution No. 18; promote the arrangement of the "Refined - Lean - Strong - Effective - Effective - Efficient" apparatus; effectively organize the implementation of the Government's Action Program to implement Resolution 57 of the Politburo on science and technology, innovation and digital transformation. Promote the implementation of 3 strategic breakthroughs; continue to build and perfect institutions, "breakthroughs of breakthroughs", "open policies, smooth infrastructure, smart governance" to reduce compliance costs for people and businesses; reduce logistics costs, input costs for production and business, increase product competitiveness and improve labor productivity. Promote the development of strategic infrastructure; focus on training and developing human resources, especially high-quality human resources.
The belief is increasingly lit up, the path is clear, the united efforts of the Government, ministries, localities, businesses, people... will bring the country firmly into a new era - an era of striving to develop richly, civilized, and prosperous for the nation.
