Mitigating the impact of land acquisition for the Lao Cai - Hanoi Railway Project

Delegate Nguyen Ngoc Son, Standing Member of the National Assembly's Committee on Science, Technology and Environment, requested the Government to carefully assess and minimize negative impacts on people and businesses where the railway passes through.

On the afternoon of February 14, the National Assembly Delegation of Hai Duong province discussed in groups at the 9th Extraordinary Session.

Delegate Nguyen Ngoc Son, Standing Member of the National Assembly's Committee on Science, Technology and Environment, expressed his opinion and agreed with the necessity of building the Lao Cai - Hanoi - Hai Phong railway line.

The proposed investment route has a total length of more than 403 km, passing through 9 provinces and cities, including Hai Duong.

However, delegate Nguyen Ngoc Son asked the Government to clarify more about the scientific and technological standards and regulations applied to this railway line.

At the same time, assess the impact of the railway project on other means of transport. Investment in the railway must be linked to roads, waterways, airways and the development of the localities through which the railway passes, especially with planning when many provinces have now had their planning approved.

Concerned about the situation of some projects increasing capital and delaying progress after the National Assembly approved the investment policy, delegate Nguyen Ngoc Son asked the Government to clarify the project's site clearance compensation costs. Currently, this project is calculating site clearance compensation costs at the old price, not yet applied according to the 2024 Land Law, but many costs have arisen.

Regarding the route, delegate Nguyen Ngoc Son agreed that it is necessary to carefully review and select the optimal route, ensuring the connection of the national railway network, urban railways and other transport systems, minimizing the negative impacts of land acquisition for the project on businesses and people in the localities where this route passes.

Delegate Nguyen Ngoc Son requested the Government to clarify this to minimize the difference and adjust the recovered area and site clearance costs compared to the investment level approved by the National Assembly.

Along with that, it is necessary to evaluate the overall effectiveness of this project in the overall effectiveness of the railway projects expected to be invested in, and carefully evaluate the investment and operation financial plans to minimize future risks.

"In the coming time, we have many projects about to be implemented, requiring huge resources. Therefore, I suggest that the Government evaluate this content more clearly, clearly identify capital needs and the ability to meet them, thereby solving the problem and mobilizing finance from capital sources," delegate Nguyen Ngoc Son suggested.
