Investment supervision of power development projects

Comrade Ly Thi Phuong Dien, Head of the Economic - Budget Committee of the Provincial People's Council concluded at the working session with the Department of Industry and Trade.

The monitoring team conducted a direct survey at the Nam Nua 2 Hydropower Project (Dien Bien Energy and Resources Investment Joint Stock Company as the investor), with a total investment of VND 281 billion, a design capacity of 7.5MW, an average annual electricity output of 25 million kWh; the plant is expected to be completed on December 31, 2024, generating electricity on December 31, 2025; the Rooftop Solar Power Project in Bung Minh village, Pom Lot commune (Dien Bien Environment Joint Stock Company as the investor) with an electricity output of over 3,350,000kWh; Huoi Chan 1 Hydropower Plant, Muong Pon commune (Trade and Service Company No. 6 as the investor) with a total investment of VND 533 billion, has completed construction, and is operating for commercial electricity generation.

Representatives of companies and power plants reported on the project construction status, electricity output, financial obligations, and environmental protection. They also proposed some issues that need support and resolution during the implementation and operation of the projects.

According to the report of the Department of Industry and Trade: By the end of September 2024, the whole province will complete the construction and put into operation 6 hydropower plants, increasing the number of power generation projects to 20 plants, with a total capacity of 279.3 MW; It is expected that in the fourth quarter of 2024, 2 projects will be completed (Muong Muon 22 MW and Phi Linh 18 MW); 1 new hydropower project will be started (Chieng So 2 Hydropower Plant, capacity 16 MW). The accumulated electricity production (generated electricity) from 2022 to the end of 2024 is estimated at 2,215 million kWh, and the estimated implementation in 2024 will reach 820 million kWh.

The Department of Industry and Trade has advised the province on the policy of researching, surveying, and supplementing the planning for 11 wind power projects with a total capacity of about 1,850MW; 13 small hydropower projects with a total capacity of 82.33MW; 4 biomass power projects with a total capacity of 100MW. Conducting inspections of the acceptance and putting into use of 4 hydropower projects (Mun Chung 2, Song Ma 3, Muong Luan 1, Huoi Chan 1). The management of planning, investment in construction, and operation of hydropower projects basically meets the requirements and complies with current legal regulations. The investment in the construction of wind power and biomass power projects has received attention from competent authorities, creating favorable conditions to attract investment.

However, the electricity output of some factories is lower than the annual plan. The work of surveying, establishing investment projects and implementing investment in the construction of hydropower plants by investors is still slow and prolonged because the selection of locations and plant scale must be carefully surveyed and evaluated, requiring many options; parameters must be adjusted. The potential for developing renewable energy projects is huge, but the allocation target for the province is low. By 2030, Dien Bien has an approved investment portfolio including: 2 wind power projects with a total capacity of 300MW, while the province's wind power potential is about 2,200MW; 471MW of hydropower allocated while the province's hydropower potential is 765.73MW.

The Department of Industry and Trade requests ministries and branches to consider and submit to the Prime Minister for approval additional energy projects in the province; invest in the construction of transformer stations (TS) and 110kV and 220kV power lines according to the approved planning. Adjust the name and length of the 220kV power line from "Dien Bien 1 - Lai Chau" to "Nam Po - Thanh Cai 220kV TBA 500kV Lai Chau"; the length is adjusted from 52km to 35km. Propose to add 1 220kV TBA in the province; direct units to speed up the investment and construction progress of ongoing projects such as: 220kV Dien Bien - Son La power line; 220kV Dien Bien TBA; 110kV output after 220kV Dien Bien TBA; 110kV Muong Cha - Long Tao Hydropower line...

The monitoring delegation acknowledged the results of the implementation and enforcement of legal regulations in the past by the Department of Industry and Trade on investment in power development projects in the province. Regarding the recommendations and proposals of the Department, the delegation will synthesize and submit them to the Standing Committee of the Provincial People's Council and the National Assembly to have timely solutions to remove difficulties and obstacles in the coming time.
