Provincial National Assembly delegates give opinions on draft laws

Regarding the draft Law on Road Traffic Order and Safety, delegate Most Venerable Thich Duc Thien, Vice President, General Secretary of the Executive Council of the Vietnam Buddhist Sangha, Head of the Executive Committee of the Vietnam Buddhist Sangha in Dien Bien province, said that in ensuring traffic safety, the awareness of traffic participants and drivers is the most important. He suggested that the drafting agency should clearly define the responsibilities of ministries and branches, especially the Education and Training sector, to promote communication and education to raise awareness of road traffic order and safety. Delegate Quang Thi Nguyet suggested that the Ministry of Education and Training take the lead and coordinate with the Ministry of Public Security to be responsible for including laws on road traffic order and safety in the official curriculum of schools and other educational institutions in accordance with each field of study and level of education.

In addition, the Most Venerable Thich Duc Thien suggested that attention should be paid to control after testing and granting driving licenses because many cases are granted driving licenses but do not participate in driving vehicles, and only participate 3-4 years later, which is a major cause of traffic accidents. This is a legal gap that needs attention, the draft Law needs to pay more attention to measures to manage and supervise drivers after being granted driving licenses.

Delegate Trang A Tua proposed stricter regulations on training, testing, and granting of driving licenses because they are directly related to traffic accidents, and control after being granted a driving license is very important. In addition, the delegate said that regulations on journey control for transport business vehicles are necessary, so that violations of road traffic order and safety can be "punished" according to the vehicle's journey monitoring camera.

Giving opinions on the draft Law on the Capital (amended), delegate Ta Thi Yen, Deputy Head of the Delegation Work Committee, National Assembly Delegate of Dien Bien province, highly agreed with the necessity of promulgating the Law with basic contents as in the Government's submission to build a modern, smart capital Hanoi, leading and creating spillover effects , linking urban areas , driving the development of the region and the whole country, striving to develop on par with the capitals of developed countries in the region as required by the Party's resolutions .

Regarding the organization of the capital's government apparatus , delegates agreed with the proposal to maintain the model of the government at all levels of the capital Hanoi in the direction of maintaining and stabilizing it as in the 2021-2026 term. Agreeing to promote decentralization for the City government in regulating a number of contents in the field of organization and staffing , considering this an important breakthrough, creating a premise for the capital Hanoi to implement specific mechanisms and policies in the draft Law .

Regarding the number of staff , according to delegate Ta Thi Yen , the focus should be on improving the quality of the staff of civil servants and public employees in accordance with the requirements of Resolution No. 15-NQ/TW of the Politburo on the development orientation of Hanoi Capital to 2030, with a vision to 2045 : Building Hanoi Capital into a smart, modern city , with a streamlined, modern, effective and efficient administrative apparatus, suitable for the role, position and requirements of the Capital's governance in the new development stage on the basis of e-government, applying digital technology in the governance of the Capital.

Therefore, it is necessary to have clearer and more specific regulations on which agency has the authority to decide on the payroll? Where does the reserve payroll come from ? " If the current draft regulation assigns the City People 's Council (PC) to propose to the competent authority to decide specifically on the number of additional payrolls , I find it unclear and unclear. Therefore, it is necessary to study regulations in the direction of assigning the City People's Council to proactively decide on the payroll of cadres, civil servants and public employees based on the framework of job positions approved by the competent authority and meeting the requirements of performing the tasks of the city government " - Delegate Ta Thi Yen suggested.
