Recently, the Hanoi People's Committee issued Official Dispatch No. 32/UBND-TNMT dated January 4, 2024 to the People's Committee of Hoa Binh province regarding the facilitation of the supply of earth filling materials for traffic infrastructure projects in the city. According to the content of the above dispatch, Hanoi is implementing important traffic infrastructure projects, so it requires a large volume of earth filling materials, mainly supplied from commercial sources, transported from licensed mines operating in neighboring provinces.
Particularly for the investment project to build Ring Road 4 - Hanoi Capital Region, the National Assembly and the Government allow the project's construction contractor to apply the special mechanism on mineral exploitation for common construction materials in Resolutions No. 56/2022/QH15 dated June 16, 2022 of the National Assembly and Resolution No. 106/NQ-CP dated August 18, 2022 of the Government.
To solve the shortage of earth filling materials in Hanoi, supplement and diversify the supply of materials in neighboring provinces with reasonable transportation routes, ensuring economic and technical efficiency for the construction of traffic infrastructure projects according to the approved schedule, Hanoi People's Committee respectfully requests Hoa Binh Provincial People's Committee to coordinate in reviewing and creating conditions for units to provide earth filling materials for key traffic infrastructure projects in Hanoi (if the units are qualified to exploit and supply soil according to the provisions of the law on minerals and other relevant regulations).
According to Decision No. 2776/QD-UBND dated November 30, 2023 of the People's Committee of Hoa Binh province on approving the supplement and adjustment of the Planning for exploration, exploitation and use of minerals as common construction materials in the province for the period 2014 - 2019, with a vision to 2024 (supplementing and adjusting the group of minerals as filling materials), currently, in the province there are 69 mining points, with an area of over 1,300 hectares; reserves of over 460 million m3 . This is a common source of materials for granting mining licenses to serve works and projects within and outside the budget in the province.
Of which, the number of mines that have been added in accordance with the land use planning is 38 mining areas, accounting for 55%; 31 mining areas that have not been added to the land use planning, accounting for 45%. Based on the approved planning, the Provincial People's Committee has made a plan to auction mineral exploitation rights for 20 mining areas to license raw material sources for projects within and outside the budget; implemented the process of delimiting areas that do not auction mineral exploitation rights for 46 areas of minerals used as common construction materials that are planned to be exploited to provide raw materials for construction of works using the state budget (development of traffic infrastructure; irrigation works, hydropower); works to overcome natural disasters, enemy attacks; areas with minerals used as filling materials for traffic infrastructure works, welfare works under the new rural construction program to license exploration and exploitation according to regulations.
Assessing the ability to meet the demand for land for leveling and filling, Hoa Binh currently has a total volume of over 4.7 million m3 (licensed by the Provincial People's Committee and the license is still valid). The supply from surplus land when constructing projects and works approved by competent authorities has a total volume of over 7.3 million m3 .
On January 17, 2024, the Office of the People's Committee of Hoa Binh province issued Official Dispatch No. 552/VPUBND-KTN assigning the Department of Natural Resources and Environment to preside over and coordinate with relevant agencies and units to inspect and study the above proposal of Hanoi city and agree and report to the Provincial People's Committee according to regulations.
