On the morning of August 18, at the Provincial Convention Center, the People's Committee of Binh Dinh Province coordinated with FPT Group to organize a Conference on Development Strategy for Artificial Intelligence (AI), Semiconductors and Cyber Security. The conference was held live and online to 170 points at the People's Committees at district and commune levels.
Speaking at the opening of the Conference, Secretary of the Provincial Party Committee Ho Quoc Dung emphasized that the 20th Provincial Party Congress set the goal of developing Binh Dinh into a strong and sustainable economic center, based on the foundation of science, technology and innovation. This is not only a task but also the aspiration of the entire Party Committee, government and people of Binh Dinh. The development of AI, semiconductor industry and cyber security are important steps to realize this goal, contributing to building the province into a high-tech center of the Central region in particular and the whole country in general.
Secretary of the Provincial Party Committee Ho Quoc Dung said that AI is opening up breakthrough opportunities in all fields. Binh Dinh has begun research to apply AI in areas such as smart urban management, application of legal documents, healthcare, high-tech agriculture, etc. These applications not only help improve service quality but also provide optimal solutions, save costs and improve management efficiency. However, for AI to truly become the main driving force for development, it is necessary to build a strong technology ecosystem, including investment in modern digital infrastructure, building and developing high-quality human resources, especially attracting the participation of leading technology enterprises.
In addition, technology development must include cybersecurity. In the context of strong digital transformation taking place nationwide, protecting information systems and data has become a more urgent requirement than ever. Binh Dinh has implemented many measures to improve cybersecurity capacity, however, to cope with increasing challenges, it is necessary to cooperate more closely with international experts and organizations to update the most advanced solutions and technologies. This not only ensures information security but also helps Binh Dinh create a safe and reliable digital environment, promoting the development of the digital economy.
According to Deputy Minister of Information and Communications Bui Hoang Phuong, Binh Dinh is a province with potential to develop digital technology thanks to its geographical location, infrastructure, human resources, especially the application of digital technology in the province's key industries such as tourism, agriculture and processing. To truly develop, the province needs to continue investing in digital infrastructure, especially developing high-quality digital technology human resources in key areas. The cooperation between Binh Dinh province and FPT Corporation today is in the right direction, in line with the policies of the Party and the State, focusing on developing high-quality human resources in the most important areas. This is an important strategic step, opening up many development opportunities for the province and FPT in the future.
Speaking at the conference, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan said that after the province's socio-economic development plan was approved, Binh Dinh determined to open doors one by one to create success for the province's socio-economic development. Accordingly, one of the first doors is to develop AI, semiconductors, cyber security and technology human resources.

The semiconductor industry plays an important role in providing hardware platforms for advanced technologies, including AI and cybersecurity. And cybersecurity is an indispensable factor in the digital transformation process, ensuring the safety of economic activities and protecting information of people and businesses.
These options are not only in line with the national development orientation but also meet the specific needs of Binh Dinh province in building a modern, competitive and sustainable economy, as mentioned in the Resolution of the 20th Binh Dinh Provincial Party Congress and the Provincial Party Committee's Action Program on science and technology development. These are not only strategic steps to realize the vision to 2030 but also the aspirations of the entire Party Committee, government and people of Binh Dinh.
At the Conference, the Head of the Provincial Government called on all levels, sectors, localities and enterprises to work together to maximize internal resources and at the same time take advantage of all external resources, especially technology and knowledge, to realize the development goals set by the province.
The Chairman of the Provincial People's Committee emphasized that after this Conference, in order for the cooperation contents to be implemented soon and effectively, Binh Dinh province, FPT Group and the Private Economic Development Research Board will coordinate to quickly implement a number of tasks such as: Establishing a Steering Committee, Executive Board, and working groups to implement each specific task. Developing and completing the Project on developing the semiconductor, AI, and network security industries in Binh Dinh province for the period 2025 - 2030 to submit to competent authorities. Developing a detailed implementation plan as a basis for organizing the effective implementation of the contents of the agreement.
At the conference, the People's Committee of Binh Dinh province; the Private Economic Research and Development Board under the Prime Minister's Advisory Council for Administrative Procedure Reform and FPT Group signed a cooperation agreement to build and develop the province's artificial intelligence, semiconductor and cyber security industries in the period of 2025 - 2030. The goal of the cooperation agreement is to mobilize and coordinate the capacity and resources of the parties to build and effectively implement the Project to develop the semiconductor, AI and cyber security industries in the province in the period of 2025 - 2030.
