(Fatherland) - On November 12, at the Exhibition Center 93 Dinh Tien Hoang, Hanoi, the Award Ceremony of the Contest "Ideas for planning a multi-functional cultural park in the middle and the banks of the Red River" took place. Attending the event was Vice Chairman of the Hanoi People's Committee Duong Duc Tuan.


Find creative ideas

The floating sandbanks and riverbanks of the Red River flowing through Hanoi’s inner city have large land funds, while the urban areas are cramped. Therefore, safely and reasonably exploiting the riverbanks not only creates new space for the urban areas, but also promotes the cultural, economic and social development of the city.

In the Capital's General Planning Projects over the periods, the Red River and the mid-land and alluvial spaces along the river are identified as important ecological green spaces of the Capital. This area is a natural heritage, a natural landscape axis, an important waterway traffic axis connecting the old inner city area with newly developed areas in the North of the Red River, ensuring flood prevention safety, national security and defense and improving the quality of life for the people.

According to Chairman of Ba Dinh District People's Committee Ta Nam Chien, with the desire to find unique and quality creative design ideas for the entire area of ​​the floating and alluvial areas along the Red River into a "multi-functional cultural park", from May 2024, under the direction of the City People's Committee, Hoan Kiem, Ba Dinh, Tay Ho and Long Bien districts have organized a competition for "Ideas for planning a multi-functional cultural park at the floating and alluvial areas along the Red River".

The scope of the study is the entire middle sandbank (belonging to Hoan Kiem, Ba Dinh, Tay Ho, Long Bien districts, area of ​​about 329ha) and the Red River bank (belonging to Hoan Kiem, Ba Dinh, Tay Ho districts, area of ​​about 63ha) limited from Tu Lien bridge to Tran Hung Dao bridge and the right bank axis (50m wide) of the Red River connecting to the center of the historic inner city area.

The competition has attracted great attention from the people of the capital and especially design consulting units and organizations, architects. After a period of searching and building ideas, 25 prestigious domestic and foreign design consulting units and organizations submitted entries with 25 colorful design options and unique ideas in renovating the middle and alluvial areas along the Red River into a "multi-functional cultural park".

After 2 preliminary and final rounds, the Organizing Committee selected 2 plans to win the Second Prize and 1 plan to win the Third Prize. Accordingly, 2 Second Prizes belonged to Hon Gai Architecture Company Limited with the plan “Green Quai Vac Park” and Green Lungs Hanoi Joint Venture with the plan “Red River Cultural and Artistic Park”; Third Prize belonged to Encity Consulting Joint Venture – Siura Studio.

Hanoi is in dire need of more green spaces.

According to the evaluation of the Selection Council, the goal of the competition is to create a worthy cultural park, not only serving the needs of relaxation and entertainment, but also contributing to the economic, social and national security development of the area. The winning design ideas have been seriously and dedicatedly researched, meeting the requirements of exploiting the natural beauty of the mid-land and coastal areas of the Red River, creating a green, modern space, while promoting sustainable development, contributing to the formation of cultural and historical values ​​in the future.

Second Prize Winning Plan of the Competition

The “Green Heron Park” project carefully considers strategies for ecosystem circulation; changes in nature, especially the impact of the Red River water level.

Architect Nguyen Duc Trung said: “Through the recent storm, we can see that Hanoi really needs more green spaces in the Red River area. With the project, we have calculated all construction elements and infrastructure items up to flood level 2, equivalent to a water level of 11.5m.”

Meanwhile, a representative of the Green Lungs Hanoi Joint Venture shared: "In our plan, we propose that the entire low-lying area in the middle of the Red River will only be used for growing crops, agricultural cultivation, and 2-storey stilt houses. The first floor is an open space, used when there is no flood, the second floor is a closed space that can be used for living or storing belongings when there is a flood."

Sharing about the competition, Chairman of the Vietnam Association of Architects Phan Dang Son said that the competition did not have a plan to win first prize because through the council's evaluation, there was no plan that made the entire council feel qualified to propose an idea that was suitable for the direction and orientation of the city.

Green Heron Park Plan

According to Chairman of Hoan Kiem District People's Committee Pham Tuan Long, although it is just an idea, the next process will continue to be studied, ensuring practical requirements in the process of climate change. The excellent ideas awarded will be the basis for determining the goal of building the project "Developing the floating sandbanks in the middle and along the Red River into a multifunctional cultural park" contributing to building a cultural industrial center on the river banks and floating sandbanks of the Red River in Hanoi, improving the quality of life of the people, building a civilized, modern capital worthy of the region.

The competition's excellent solutions were introduced to the community in the Community Creative Ideas Exhibition 2024 space hosted by the Organizing Committee of the Hanoi Creative Design Festival, calling on the community to contribute creative ideas to the City.

The exhibition is not only an opportunity for ideas to be widely introduced, but also a platform to connect investors and sponsors, creating motivation for creative initiatives to develop and apply in practice. These ideas contribute to building Hanoi into a creative city, opening up development opportunities for the cultural and historical fields./.
