Draft regulations for high school graduation exams in 2025 with many changes

The exam is intended to accurately assess learners' learning outcomes based on the requirements of the 2018 GeneralEducation Program, as a basis for assessing the quality of education in localities across the country and providing data for universities and vocational education institutions to use for enrollment in a spirit of autonomy.

The purpose of the high school graduation exam is to: Correctly assess the learning outcomes of learners according to the goals and requirements of the general education program; use exam results to consider recognition of high school graduation and serve as one of the bases for assessing the quality of teaching and learning of general education institutions and the direction of education management agencies; provide data that is reliable, honest, and accurately assesses students' abilities for universities and vocational education institutions to use in enrollment in the spirit of autonomy.

Reduce the number of exams, reduce exam sessions

According to the draft, the 2025 high school graduation exam will have only 3 exam sessions (the 2024 exam has 4 exam sessions). The number of graduation exam subjects will also be reduced. Each candidate taking the graduation exam will only have to take 4 subjects including math, literature and 2 elective subjects from physics, chemistry, biology, history, geography, economic education and law, information technology, technology - industry, technology - agriculture, foreign languages ​​(English, Russian, French, Chinese, German, Japanese and Korean).

For students, the number of subjects to be tested is reduced compared to recent exams. However, the Ministry of Education and Training's exam committee will have to create more exam questions than before. Among them, two subjects are included in the high school graduation exam for the first time: information technology and technology.

The draft regulations clearly stipulate the criteria for selecting participants in the exam committee, the responsibilities and authority of those participating in organizing the exam and of the candidates.

The arrangement of examination rooms from 2025 will be adjusted to comply with the regulations on examination subjects and to facilitate candidates. Examination rooms will be arranged according to the optional examination. Each candidate will only take the examination in one examination room during the entire examination period, not moving from one examination session to another as before.

The draft also allows examination boards to arrange candidates by mixing candidates from nearby educational institutions for the convenience of candidates. At the same time, candidates from continuing education programs, candidates from secondary schools, and independent candidates (who studied grade 12 the previous year) with candidates from grade 12 studying high school programs, in which the number of grade 12 high school students must account for at least 50%.

Change the way to calculate high school graduation scores

Another new point in the draft regulations for high school graduation exams in 2025 is the adjustment in the calculation of high school graduation scores.

Accordingly, the average score of the exam subject plus the incentive points if any accounts for 50%, and the average score of the high school years accounts for 50%, plus the priority points if any divided by 4. The calculation of the average score of the school year will include the total average score of grade 10x1 plus the average score of grade 11x2 plus the average score of grade 12x3 then divided by 6.

In previous years, the graduation score was calculated based on the formula: exam score accounted for 70%, study score accounted for 30%, and study score only used the score of grade 12.

Locality is fully responsible

According to the regulations, the Ministry of Education and Training is responsible for directing the organization of the exam, deciding on solutions to handle special cases and other unusual situations. The Ministry will provide software systems, guidance documents, and organize training to serve the organization of the exam to ensure consistency nationwide.

The Ministry of Education and Training directs, guides, organizes inspections and examinations of exams according to legal regulations. The Ministry regulates the structure and format of exam questions, and publishes reference exam questions for the exam.
The Ministry organizes the exam questions and guides the process of transporting exam questions from the exam question council to the exam question printing boards.

The Ministry also issued regulations and procedures to guide the preparation for organizing computer-based exams for multiple-choice subjects in a number of qualified localities.

The Ministry of Education and Training compares the exam results and the average scores of the entire 12th grade year of 12th grade candidates in the year of the exam, analyzes the scores of the subjects to evaluate the exam results.

According to the draft, the People's Committees of provinces and cities are fully responsible for directing the organization of exams in their localities, including printing and copying exam papers, invigilation, grading, and inspection of exam organization.

The Department of Education and Training of localities is responsible for considering and recognizing graduation for candidates, directing the organization to issue temporary graduation certificates, high school diplomas, certificates of completion of general education programs, and certificates of exam results when requested by candidates, publicly announcing the score distribution of exam subjects, comparing the average test scores of exams, exam subjects, and the average score of corresponding subjects in grade 12 of high schools in the province or city.
