Expected change in high school graduation recognition method from 2025

The Department of Quality Management ( Ministry of Education and Training ) has just announced some new points expected in the draft of a new circular on regulations for high school graduation exams from 2025.

Accordingly, a notable new point is that in considering the recognition of high school graduation, the Ministryof Education and Training plans to increase the rate of using learning assessment results in grades 10, 11 and 12 to 50% (previously 30% and only using grade 12 results) with the aim of comprehensively assessing the abilities of students studying according to the 2018 General Education Program and increasing the effectiveness of achieving many goals of the Exam as announced.

Candidates with foreign language certificates that meet regulations are exempted from the Foreign Language exam, but it is not converted into 10 points in graduation recognition as currently regulated.

The exam time is shortened from the current 4 exam sessions to 3 exam sessions.

Regarding the exam subjects , the subjects of Information Technology and Technology (Industry and Agriculture ) have been added. These are the subjects that are being held for the first time in the high school graduation exam.

The exam adds some new question formats for multiple-choice subjects (previously there was only one multiple-choice question format, choosing one of four options, with equal scores between multiple-choice questions).

Differentiation will be enhanced in all subjects to achieve the objectives of the exam.

The Ministry of Education and Training also said that it will increase the application of information technology and digital transformation in the organization of exams. Accordingly, all candidates for the exam can register for the exam online (previously, independent candidates had to submit their applications directly), verify personal information and priority points for the exam through a digital database; the transmission of exam questions (digitalization) has a new method through the system of the Government Cipher Committee to ensure speed, security, time and cost savings.

Exam sites and rooms are arranged according to the principle of maximum support for candidates so that they do not have to move from room to room. Specifically, students from nearby educational institutions are allowed to be mixed together to organize convenient exam sites for candidates; candidates only take the exam in a single room throughout the exam; priority is given to arranging the same exam for two elective subjects.

The Ministry of Education and Training also plans to add regulations to pilot computer-based exams when conditions are met according to the roadmap announced in the Exam Plan, gradually piloting from 2027 and when conditions are met, mass implementation after 2030.
