Estimated allocation of Provincial Relief Fund for people after storm No. 3

Vice Chairman of the Provincial People's Committee Tran Van Quan expressed his opinion on the allocation of support funds from the Hai Duong Provincial Relief Fund.

On the afternoon of October 29, the Standing Committee of the Fatherland Front Committee of Hai Duong province met and agreed with the Provincial People's Committee on guidelines for using funds allocated from the Provincial Relief Fund to support people affected by storm No. 3.

Comrades: Nguyen Duc Tuan, Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee; Tran Van Quan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Tran Van Quan requested the Standing Committee of the Hai Duong Provincial Fatherland Front Committee to send a document to the Provincial People's Committee to agree on the content of support and the level of damage support according to Decree 20/2021/ND-CP dated March 15, 2021 of the Government regulating emergency social assistance, including regulations on support for people affected by natural disasters and Decree No. 02/2017/ND-CP on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics.

In particular, consider and research to propose support levels for aquaculture households that suffered heavy damage due to storm No. 3. Currently, it is very difficult for these subjects to apply policies to receive support from the state budget.

As for the District Relief Fund, the District Mobilization Committee will coordinate with the People's Committee at the same level to unify and report to the Standing Committees of the District Party Committees, Town Party Committees and City Party Committees. The support must be ensured according to the principle of fairness.

Regarding the Fund "All people participate in supporting the prevention of Covid-19 epidemic", which currently has a surplus of about 52 billion VND, Vice Chairman of the Provincial People's Committee Tran Van Quan requested the Department of Health and the Department of Labor, War Invalids and Social Affairs to consider and review research to switch to purchasing equipment for epidemic prevention and implementation of social security policies. This is also one of the goals of the above fund.

The Standing Committee of the Provincial Fatherland Front Committee will complete the instructions and send them to the Provincial People's Committee to unify and soon allocate the Provincial Relief Fund to people affected by storm No. 3.

After the meeting, the Standing Committee of the Hai Duong Provincial Fatherland Front Committee received comments from relevant sectors and completed the guidelines for allocating funds from the Provincial Relief Fund to the Provincial People's Committee to soon specify the level of support for people affected by storm No. 3.

According to the draft, the Provincial Relief Fund will support 50 million VND to build houses for those that have collapsed, collapsed, or washed away completely. Support 25 million VND for houses that are so severely damaged that they cannot be inhabited.

For other support contents, follow Article 11, Chapter II, Decree 93/2021/ND-CP dated October 27, 2021 of the Government on mobilizing, receiving, distributing and using voluntary contributions to support overcoming difficulties caused by natural disasters, epidemics, incidents; supporting patients with serious illnesses.

In September 2024, storm No. 3 directly affected areas in Hai Duong province, causing severe economic damage. According to incomplete statistics, the total damage caused by storm No. 3 in the province is estimated at more than 1,500 billion VND.
