The Ministry of Health is seeking public opinion on the draft Circular promulgating the list of essential drugs used at medical examination and treatment facilities that carry out price declaration.
This draft Circular stipulates the principles and criteria for developing a list of drugs subject to price declaration; stipulates the economic and technical characteristics of drugs on the list (detailed names, specific types and basic characteristics) and promulgates a list of essential drugs used at medical examination and treatment facilities subject to price declaration.

The draft Circular clearly states the principles and criteria for developing a list of drugs subject to price declaration. Accordingly, drugs on the list of essential drugs issued by the Minister of Health and used at medical examination and treatment facilities include one of the following cases:
Belongs to the list of drugs covered by health insurance funds according to regulations of the Ministry of Health.
Medicines that have won bids at medical facilities. Medicines that are not included in cases a and b above but are used at medical examination and treatment facilities.
The draft also stipulates the economic and technical characteristics of essential drugs for which price declaration includes the following information: For essential pharmaceutical drugs, vaccines, and biological products: Name of active ingredient/ingredient, concentration/content, dosage form, route of administration.
For essential traditional medicines including: Ingredients, route of administration.
The draft specifically proposes a list of essential drugs used at medical examination and treatment facilities that must declare prices, including chemical drugs with 458 active ingredients/components such as: Acetic acid, Acetylcysteine, Aciclovir, Amiodarone hydrochloride, Amoxicillin, Cephalexin, Chloramphenicol...
Pharmaceutical drugs contain medicinal ingredients: including 24 groups of active ingredients/ingredients such as: Salvia miltiorrhiza, Panax notoginseng, Borneol/Camphor; Eucalyptol, Ginger essential oil, Tangerine peel essential oil, Peppermint essential oil, Lemon basil essential oil; Lemon basil, Núc nác, Cineol; Achyranthes, Turmeric, Rutin, (Atractylodes macrocephala)...

Regarding ensuring the need for medicine, it is known that in 2024, the Law on Bidding (amended) will come into effect, removing bottlenecks in bidding in many fields, especially in the health sector, meeting the goal of improving the effectiveness of state management.
In recent times, the health sector has been lacking in medicines and medical equipment due to many reasons and has been analyzed quite clearly by the health sector. One of the reasons leading to the above situation is the failure to complete the bidding for medicines on time.
To avoid shortages of drugs, equipment, biological products, and medical supplies, the 2023 Law on Bidding (amended) has added a series of new contents related to bidding in the health sector and dedicated Chapter 5 to bidding for drugs, equipment, and medical supplies, which means that public health facilities decide on the purchase of drugs not on the list of drugs covered by health insurance, and purchase vaccines for vaccination in the form of services on the basis of ensuring publicity, transparency, economic efficiency, and accountability.
Allow bidding to purchase medicine and medical equipment in case of emergency treatment of patients or to maintain the operation of medical examination and treatment facilities in urgent cases, to avoid causing harm to people's lives and health.
Centralized procurement can be applied to rare drugs and drugs that need to be purchased in small quantities. Price negotiation is allowed for bidding packages for purchasing original brand-name drugs and reference biological products; bidding packages for purchasing drugs, medical equipment, and testing supplies from only one or two manufacturers.
Centralized purchasing of drugs, medical equipment, and testing supplies is applied when all conditions are met such as drugs, medical equipment, and testing supplies need to be purchased in large quantities and of similar types at one or more medical examination and treatment facilities, medical facilities;
In case of purchasing rare drugs or drugs that need to be purchased in small quantities, centralized purchasing can be applied to ensure there are enough drugs to serve the needs of medical examination and treatment...
Centralized procurement may not need to be applied to each specific case, for example: drugs, medical equipment, and testing supplies on the list of centralized procurement but need to be purchased for disease prevention and control, then the form of designated bidding can be applied; drugs, medical equipment, and testing supplies on the list of centralized procurement that meet the conditions for price negotiation according to regulations can be applied the form of price negotiation.
