At noon on April 5, we were present at the national sea dike section passing through Residential Group No. 2, Hai Thanh Ward, Duong Kinh District, Hai Phong City. Amidst vast aquaculture ponds and patches of wild grass, the Project for Training and Organizing Competitions in Shooting and Archery (Sports Center Project) was unfinished and desolate.
According to information from the Department of Planning and Investment of Hai Phong, to organize shooting and archery competitions of the 7th National Sports Festival in 2014 as well as national and international competitions, on November 30, 2012, the People's Committee of Hai Phong City issued Decision No. 2105/QD-UBND approving the Sports Center Project in Hai Thanh Ward, Duong Kinh District.
The project covers an area of over 9.3 hectares with a total investment of nearly 256 billion VND. Of which, the central budget is nearly 206 billion VND and the Hai Phong City budget is nearly 50 billion VND. The project implementation period is from 2012 to 2015.
The project of the Training Center and Competition Organization for Shooting and Archery in Hai Thanh Ward, Duong Kinh District, Hai Phong City has been "shelved" since 2015.
The Hai Phong Department of Culture, Sports and Tourism (now the Hai Phong Department of Culture and Sports) was assigned by the Hai Phong City People's Committee to represent the investor. By 2020, the investor representative was transferred to the Hai Phong Urban Development Project Management Board and Civil Construction Investment.
By 2015, the Sports Center Project was scheduled to be completed, however, out of 18 packages, only 7 packages had completed 100% of the work, 5 packages were unfinished and 6 packages had not been implemented.
After that, the project fell into a "shelved" situation due to the lack of support from the central budget after the 7th National Sports Congress ended. To find a way out for the project, the Hai Phong City People's Committee later adjusted the implementation time from 2011 to 2022.
At the same time, the project area was adjusted down to nearly 4.6 hectares, the total investment was reduced to nearly 45 billion VND. The structure of investment capital sources also changed, the central budget was reduced to 25 billion VND and the remaining was Hai Phong City budget (nearly 20 billion VND).
The project has just completed the rough construction at the Training Center and Competition Organization Project for Shooting and Archery in Hai Thanh Ward, Duong Kinh District, Hai Phong City.
Due to problems related to project adjustment, settlement of completed work volume, capital arrangement, especially the necessity of the project..., on December 29, 2021, in Document No. 3824/KHĐT-ĐTTĐGS sent to Hai Phong City People's Committee, the City Department of Planning and Investment made proposals and recommendations related to the Sports Center Project.
On February 21, 2022, the People's Committee of Hai Phong City issued Document No. 1065/UBND-VH1 agreeing with the recommendations and proposals of the Department of Planning and Investment. In particular, it agreed in principle to permanently stop the implementation of the Sports Center Project in Hai Thanh Ward, Duong Kinh District.
In addition, the People's Committee of Duong Kinh district is assigned to receive, manage and protect assets and land areas that have been cleared within the project scope after the investor's representative completes the settlement procedures.
At the same time, the Department of Culture and Sports of the City is required to review, learn from experience, and clarify collective and individual responsibilities in implementing procedures for receiving and managing cleared land and the process of project management and implementation.
Local people hope that Hai Phong City will soon have a plan to use land as well as unfinished projects to avoid wasting land resources and budget capital.
Speaking with Nguoi Dua Tin, a representative of the People's Committee of Hai Thanh Ward, Duong Kinh District, Hai Phong City, said that recently, the local government has regularly sent officials to inspect and monitor the situation to prevent any sabotage of the works at the Sports Center Project.
Since 2015, when the project fell into a state of "shelving", local people were heartbroken to see unfinished billion-dollar projects damaged, degraded, and valuable land resources abandoned.
In early 2022, when receiving information that the People's Committee of Hai Phong City agreed to permanently stop implementing the Sports Center Project, local people further expected the City to soon have a plan to put land resources and constructions on the land into use to avoid waste .
