On the afternoon of March 5, at the National Assembly House, the National Assembly Party Delegation had a working session with the Standing Committee of the Hanoi Party Committee to listen to a report on the Draft Law on the Capital (amended) and the Report on the main contents of the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; Project on Adjusting the Hanoi Capital Master Plan to 2045, with a vision to 2065.
Politburo member, Secretary of the National Assembly Party Delegation, National Assembly Chairman Vuong Dinh Hue and Politburo member, Secretary of the Hanoi Party Committee Dinh Tien Dung co-chaired the meeting.
Attending the meeting were: Politburo member, Deputy Secretary of the National Assembly Party Delegation, Permanent Vice Chairman of the National Assembly Tran Thanh Man; members of the Party Central Committee, members of the National Assembly Party Delegation, Vice Chairmen of the National Assembly, Chairmen of the National Assembly Committees; Standing members of the Ethnic Council and Committees of the National Assembly, Committees under the National Assembly Standing Committee, leaders of the National Assembly Office.
On the side of the Hanoi Party Committee Standing Committee, there were: Member of the Party Central Committee, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen; Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh; Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan; Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong and members of the Hanoi Party Committee Standing Committee, representatives of leaders of departments, branches and sectors of Hanoi city.
Also attending were members of the Party Central Committee: Minister of Finance Ho Duc Phoc, Minister of Justice Le Thanh Long, Minister of Construction Nguyen Thanh Nghi; representatives of leaders of ministries, branches and relevant agencies.
The Law Project is specific and multi-disciplinary.
Speaking at the opening of the working session, National Assembly Chairman Vuong Dinh Hue said that the Draft Law on the Capital (amended) had been commented on by the National Assembly at the 6th Session, and is expected to be considered and approved at the 7th Session. This is an important Law project that is not only significant for the construction and development of the Capital but also for the whole country. This is also a difficult Law project, with specific characteristics, multi-sectoral, and has many contents different from some current laws. According to the provisions of the Law on Promulgation of Legal Documents, after the Draft Law has been commented on by the National Assembly, the National Assembly Standing Committee will take the lead role in receiving, explaining, and revising the draft Law. The National Assembly's Law Committee will coordinate with the National Assembly agencies and the drafting agency to advise the National Assembly Standing Committee.
To serve the March 2024 meeting of the National Assembly Standing Committee, to prepare for the upcoming 7th Session and to have an orientation to deepen the contents to be discussed and submitted to the National Assembly, the National Assembly Party Delegation worked with the Standing Committee of the Hanoi Party Committee to review the report contents, major and important contents and work to be implemented from now until the National Assembly session to ensure the best draft Law.
Regarding the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065, the National Assembly Chairman said that according to the provisions of the Planning Law, these contents are under the decision-making authority of the Prime Minister but must be submitted to the National Assembly for comments.
The Hanoi Party Committee, the people of the capital and the whole country all hope that the Draft Law on the Capital (amended) and the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065 will be considered, commented on and decided at the same session to create an important and synchronous legal and institutional framework for the capital to develop in order to implement the major viewpoints, goals and orientations in Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045 and following the direction of General Secretary Nguyen Phu Trong on the construction and development of the capital.
In order to promote these contents, the agencies of the National Assembly and the Government got involved early and widely consulted. At the same time, the Party Delegation of the National Assembly organized a meeting with the Standing Committee of the Hanoi Party Committee, with the participation of the agencies of the National Assembly and the Government, to listen to and give opinions on major and key issues in order to best prepare for explaining, receiving and revising the Draft Law on the Capital (amended) to be submitted to the National Assembly for consideration, approval and preparation for submitting to the National Assembly for comments on the Capital Planning and the Master Plan of the Capital.
"The whole country for Hanoi, Hanoi for the whole country"
Resolution No. 15-NQ/TW affirmed that developing the capital Hanoi "Cultured - Civilized - Modern" is a particularly important political task in the strategy of building and defending the Fatherland with the spirit of "The whole country for Hanoi, Hanoi for the whole country"; is the responsibility and obligation of the entire Party, the entire people, the entire army, and the entire political system; is the top task of the Party Committee, government and people of the capital Hanoi.
“Therefore, submitting all three of the above contents to the National Assembly for consideration at the same session (7th Session, 15th National Assembly) will create an extremely important legal and institutional framework for the Capital to develop and implement the viewpoints, goals, and major orientations identified in Resolution No. 15-NQ/TW as well as implementing the directions of General Secretary Nguyen Phu Trong on the construction and development of the Capital,” the National Assembly Chairman emphasized.
With the spirit of urgency and creating the most favorable conditions in terms of institutional framework for Hanoi, the National Assembly Chairman requested that the agencies of the National Assembly, the Government and Hanoi City make efforts to promote the completion of all three above contents to submit to the National Assembly for consideration at the same Session.
Accordingly, it is necessary to thoroughly grasp the viewpoints of the Politburo in Resolution No. 15-NQ/TW, to have high consensus in the awareness of the position, especially important role and requirements, tasks of developing Hanoi Capital by 2030, with a vision to 2045. The Law on the Capital (amended), the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065 must create a breakthrough in mobilizing the combined strength, effectively exploiting the potential and advantages of the Capital, combining with the resources of the whole country and international resources, building and developing the Capital to truly be worthy of being the national political - administrative nerve center, the heart of the whole country; a major center of economy, culture, education and training, science and technology and international integration; Building Hanoi Capital into a smart, modern, green, clean, beautiful, secure and safe city; developing rapidly, sustainably, with spillover effects to promote the development of the Red River Delta, the key economic region of the North and the whole country.
At the meeting, delegates listened to the report of the Standing Committee of the Law Committee on a number of major contents in receiving and revising the Draft Law on the Capital (amended); the report of the Standing Committee of the Economic Committee on the main contents of the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; the Project to Adjust the Hanoi Capital Master Plan to 2045; and discussed major contents and issues for comments.
