Quang Tri province decided to adjust the implementation time of the airport site clearance project, and at the same time increase compensation and resettlement support costs.
On the morning of December 18, the People's Committee of Quang Tri province announced that Vice Chairman of the Provincial People's Committee Le Duc Tien had just signed a decision approving the adjusted feasibility study report of the Quang Tri Airport Clearance Project - Phase 1.
Quang Tri Airport project is under construction.
Accordingly, the project was approved by the People's Committee of Quang Tri province to adjust the implementation period from 2023 to 2025. The total investment of the GPMB project (more than 233.1 billion VND) remains unchanged, but the structure of the total investment of this GPMB project is adjusted.
Of which, the approved compensation, site clearance and resettlement costs of more than 183.1 billion VND were adjusted to more than 228.7 billion VND.
The Quang Tri Airport Land Acquisition Project - Phase 1 has had its feasibility study report approved by the Quang Tri Provincial People's Committee in December 2023.
Accordingly, the total area of the project in Gio Quang, Gio Mai and Gio Hai communes of Gio Linh district is more than 265.3 hectares, of which the shared land is more than 177.6 hectares, the civil airport land is more than 87.7 hectares; the military land area of 51.2 hectares has not been implemented. The total investment is more than 233.1 billion VND, with Gio Linh District People's Committee as the investor. The project implementation period is 2023-2024.
The main items of the project include site clearance for the construction area of Quang Tri Airport - Phase 1; support for the district to build resettlement areas and cemeteries; and clearance of bombs, mines and explosives for the construction area of Quang Tri Airport - Phase 1.
In related developments, the People's Committee of Quang Tri province has just issued an urgent document requesting relevant departments, branches, localities and units to speed up the progress of the Quang Tri Airport site clearance project.
In particular, the People's Committee of Gio Linh district is required to urgently complete the approval of compensation, support, land recovery and payment plans for 3 cases in the runway; proactively coordinate with local units to complete the identification of origin and publicize the remaining cases to complete the procedures according to regulations before December 25, 2024.
Quang Tri Airport project started construction on July 6, 2024.
Propaganda and mobilization of households in the core area of the project to comply with regulations on compensation and support policies for land acquisition and handover to investors to implement the project according to the required schedule; at the same time, continue to review and resolve recommendations of people in the project area to ensure their legitimate rights and interests and in accordance with the provisions of law.
The People's Committee of Quang Tri province also requested the Departments of Natural Resources and Environment, Transport, Construction, and Finance to send specialized civil servants to join the working group to support the locality in the process of reviewing and organizing the implementation of site clearance work...
Previously, according to Gio Linh district's report, for 265.3 hectares (of which the core area is 135.5 hectares) of the Quang Tri Airport Land Acquisition and Site Clearance Project - Phase 1, the district has completed land acquisition and site clearance for more than 209.4 hectares and has handed over 140.5 hectares (core area 72.4 hectares) to the investor.
Specifically, in Gio Quang commune, land acquisition has been completed for more than 99.2 hectares out of a total of 103.2 hectares, while the remaining 3.9 hectares are stuck in the compensation price for 7 cases of Viet Duc forest land and 2 cases with tombs.
In Gio Mai commune, land acquisition and clearance has been completed for more than 102.3 hectares out of a total of 150.1 hectares. 30 affected households in the remaining area are developing plans for compensation, resettlement, and temporary residence support.
In Gio Hai commune, 7.9 hectares of land acquisition have been completed out of a total of 12.1 hectares. The remaining 4.2 hectares affect 8 households, 68 cases of agricultural land, and 33 cases of affected tombs. Compensation support is being mobilized and implemented...
For resettlement projects, the design consultant has completed the feasibility study report, however, due to exceeding the total investment, the GPMB council is submitting the project to competent authorities for adjustment.
Quang Tri Airport Project has a scale of over 265 hectares, the total investment of 2 phases is 5,833.9 billion VND, invested in construction to meet the standards of a level 4C airport, capable of developing and exploiting Code E aircraft, allowing the exploitation of irregular international flights and a level II military airport, meeting the exploitation needs of up to 5 million passengers/year and 25,500 tons of cargo/year.
The period up to 2026 will invest in the construction of basic works to put Quang Tri Airport into operation, with main works such as: runways, taxiways, aircraft parking lots, air traffic control towers, passenger terminals. Phase 2 of the project will invest in the construction of airport facilities to ensure increased operational capacity; invest in ground service infrastructure at the airport, build aviation and non-aviation service facilities to serve airport operations, achieving capacity according to the Investment Policy approved by the Prime Minister.
