Not only Mr. Bac's family, but many households whose land was recovered in Tam Da commune soon turned from expectation to disappointment. They could not help but feel heartbroken when the "rice fields and honey fields" were abandoned with weeds growing taller than people's heads. Not only that, the previously vast rice and vegetable fields... became habitats for rats that destroyed crops. They expressed their hope that the Hai Phong City government would soon recover the land and hand it over to another capable investor to put the project into operation soon, thereby creating more jobs and helping the locality develop.

According to information from Vinh Bao district authorities, on June 11, 2018, Hai Phong City People's Committee issued Decision No. 1279/QD-UBND to VinEco Agricultural Development and Production Investment Company Limited (now WinEco Agricultural Development and Production Investment Company Limited under Masan Group) to lease more than 124 hectares of agricultural land in Tam Da commune to implement a high-tech agricultural production investment project. However, since then, the investor has only used more than 41 hectares to grow seasonal vegetables, the remaining 83 hectares are left fallow. The reason given by the investor for the delay in project implementation is that the land is low, frequently flooded, and the soil has high salinity and acidity, which is not suitable for high-tech agricultural production.

However, according to local people, on the land recovered for the project, they used to grow rice and vegetables, bringing high productivity and economic efficiency. Some people wonder, when surveying and evaluating the current status of the land to prepare for the project, did the investor and the authorities of Hai Phong City not know this or deliberately ignore it?

Talking to us, Mr. Le Minh Tuan, Chairman of Tam Da Commune People's Committee, said: "Receiving the petitions of the people in the commune, at the working sessions with the departments and branches of Hai Phong City, Tam Da Commune authorities have repeatedly requested the city to urge the investor to soon complete and put the project into operation. However, over the past 5 years, in addition to more than 41 hectares of seasonal vegetables, the remaining area has been abandoned by the investor, causing frustration among the people.

Regarding the reason given by the investor that the land is low, often flooded, and has high salinity and acidity, which is not suitable for high-tech agricultural production, local people think it is not reasonable. Because in 2021 and 2022, seeing the land being abandoned and wasted, some local households "broke the fence" and took the opportunity to plant fragrant sticky rice on an area of ​​about 20 hectares, achieving an average yield of nearly 2 quintals/sao/crop, equivalent to the "rice fields and honey fields" in the fields in the commune.

Consider withdrawing the project after 24 months

Faced with the fact that most of the area of ​​the high-tech agricultural production project in Tam Da commune was abandoned, in early 2019, during the inspection of the progress and implementation of the project, Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, requested the investor to overcome difficulties and soon put the land area leased by Hai Phong City into production. However, since then, more than 83 hectares have remained abandoned.

The investor planted seasonal vegetables on an area of ​​more than 41 hectares out of a total of more than 124 hectares of land leased by Hai Phong City to implement a high-tech agricultural production project.

To prevent land from being abandoned and causing waste, on May 11, 2023, Hai Phong City People's Committee issued Decision No. 1235/QD-UBND to extend the land use for another 24 months on an area of ​​more than 83 hectares given to WinEco Agricultural Development and Production Investment Company Limited in Tam Da commune, Vinh Bao district, but it has been abandoned for more than 5 years.

Accordingly, Hai Phong City authorities require the investor to promptly put the land into proper use. If the extension expires and the investor fails to put the land into use (has not completed construction in accordance with the project approved by the competent authority), Hai Phong City will reclaim the land according to regulations, and WinEco Agricultural Development and Production Investment Company Limited will not be compensated.

As of May 31, 2023, 20 days after the Hai Phong City government extended the project by 24 months, the land area of ​​the high-tech agricultural production project is still abandoned, and the investor has not yet made any move to restart the project. It is requested that the Hai Phong City government urge and carry out the land recovery according to the given time if the investor continues to leave the area of ​​more than 83 hectares "shelved" as in the past.
