Until now, Mrs. Tran Thi Giang (Hamlet 2, Yen Loc Commune, Kim Son District) still cannot forget the feeling of both joy and worry when holding in her hand the university admission notice of her first son. Mrs. Giang's worries were relieved when the policy capital "knocked on the door" of her family.
Recalling the early days, Ms. Giang sadly shared: "My child passed the university entrance exam, both happy and sad because I didn't know where to get money to send him to school when I had to raise 4 children by myself. The family's economy only depended on 2 hectares of rice fields and the traditional herbal medicine profession. Feeling sorry for his mother, my child told me to keep his results, work part-time to help his mother raise his younger siblings first, then go to school later, but I felt sorry for him and couldn't bear it. Knowing the family's situation, representatives of the Party Committee, the commune government, and mass organizations came to persuade him to go to school and supported all the procedures so that I could borrow student loans from the Social Policy Bank...".
Four years later, with an engineering degree in hand, Ms. Giang's son was recruited into a mechanical engineering company with a high salary and became the pillar of the family to support his younger siblings who are studying at university and high school. In the small house filled with certificates of merit from her children, Ms. Giang could not hide her happiness. "My children's success today is all thanks to the care of the locality and the humane credit policies of the Party and State."
Not only Ms. Giang, Mr. Nguyen Van Tam and Ms. Pham Thi Tuyen in Pho Dong area, Yen Ninh town, Yen Khanh district were also very emotional when sharing about the policy capital for their family. Being a purely agricultural household, the economy mainly depends on 2 rice crops, so it is very difficult to maintain the children to go to university, but Mr. Tam's family still perseveres to let 3 children go to school. Fortunately, in the journey to conquer knowledge, his family always has the companionship of the Social Policy Bank. Mr. Tam's children all understand the family's situation so they try very hard to study. The eldest daughter and second son both study at Hanoi University of Science and Technology, the youngest son studies at the University of Posts and Telecommunications.
"Although it was hard and tiring, our whole family helped each other to rise up. Today, although we are still loyal customers of the People's Credit Fund, my wife and I can be satisfied because all three children have successfully completed their studies and have stable jobs," Mr. Tam confided.
Ms. Le Thi Thanh Huyen, Director of the Yen Khanh District Social Policy Bank Transaction Office, shared: The unit regularly coordinates to review households in need of student loans among eligible subjects such as: Students who are orphans of both parents but the remaining parent is unable to work; students who are members of poor households, near-poor households, households with average living standards according to the law's regulations..., ensuring that no student has to drop out of school because they do not have money to pay for tuition.
According to statistics from the Social Policy Bank, Ninh Binh Branch, in 10 years of implementing Directive No. 40-CT/TW, in the province, 70,277 students in difficult circumstances received loans for studying; 1,599 students from difficult family circumstances received loans to buy computers and equipment for online learning.
Joy in new homes
With the low income of young couples, owning a private house is a distant dream for Ms. Bui Thi Tuyen, Quan Vinh village, Ninh Hoa commune (Hoa Lu). However, because the family has many generations living together in a cramped old house, Ms. Tuyen and her husband thought about building a house. Knowing about the social housing loan policy, low interest rates, and long repayment period, she decided to borrow 350 million VND, plus the money she saved to build her dream house. According to Ms. Tuyen's calculation, with her worker's salary and her husband's income from agricultural machinery service, the couple can save enough to pay the principal and interest every 6 months, thus ensuring their life.
Like Ms. Tuyen, the family of Ms. Bui Thi Nhung and Mr. Bui Trong Toan, Co Loan village, Ninh Tien commune (Ninh Binh city) never thought of having a spacious house with a floor area of nearly 180 m2 like today. Ms. Nhung shared: "If we had borrowed from commercial banks, we probably wouldn't have dared because the interest rate was too high. Luckily, there is a social housing loan program with low interest rates, long loan terms, and flexible principal and interest payments, so my husband and I feel secure in borrowing money. The loan procedures were directly and enthusiastically guided by bank staff from the beginning, so it was quite easy."
The joy of Ms. Tuyen and Ms. Nhung is also the common sentiment of households when receiving preferential loans. The support package from the Vietnam Bank for Social Policies has contributed to solving difficulties, creating conditions for the poor, laborers, workers, and low-income civil servants to have a decent house. This once again affirms that policy credit is a creative public financial institution, with profound humanity, promptly accompanying each person in each important stage of life, that is, studying, establishing a career, starting a business, settling down, etc.
Comrade Tong Nhu Tuy, Director of the Hoa Lu District Social Policy Bank Transaction Office, said: The social housing loan program is a very practical and meaningful program, contributing to ensuring social security, so the unit is actively promoting it widely to the people so that eligible households in need can access capital in a timely manner. The loan application and process are implemented in accordance with regulations and ensure the fastest disbursement time.
