Dong Trieu: Join hands and contribute to building a loving home

As a locality with a large number of temporary and dilapidated houses in need of new construction and major repairs, with flexible implementation and creative approaches, Dong Trieu Town has always been one of the leading localities in the province in implementing the program to eliminate temporary and dilapidated houses. Currently, Dong Trieu Town is also a bright spot in the province in mobilizing social resources of up to over 5 billion VND (exceeding 150% of the plan) and is speeding up the progress of repairs and new construction, striving for people to move into new houses before September 2, 2023 according to the direction of the province.

Comrade Nguyen Van Cong, Secretary of Dong Trieu Town Party Committee, presented money to support the construction of a new house to Ms. Nguyen Thi Man's family (Bac Ma 1 village, Binh Duong commune, Dong Trieu town).

Identifying the elimination of temporary housing and dilapidated housing as an important criterion, helping people sustainably reduce poverty and implement local criteria in building model rural areas and civilized urban areas, in recent years, Dong Trieu Town has drastically and synchronously implemented solutions and mobilized resources from the community to support people with housing difficulties. In the period of 2016-2020, the town supported the construction of new and repaired houses for 90 poor households, with a total cost of over 1.5 billion VND. With this result, the Town's Fatherland Front Committee has completed the Project to build "Great Unity House", eliminating dilapidated houses for poor households, the first in the country.

To continue to help households with housing difficulties to be supported to build solid houses, since the beginning of this year, the Town Fatherland Front Committee has reviewed the construction of new houses for poor and near-poor households; coordinated with Agribank Tay Quang Ninh Branch and a number of enterprises to complete the support for 15 households to build new houses and repair houses.

To implement the province's plan to eliminate temporary and dilapidated houses, the town has established 3 teams to review and assess the subjects including poor households, near-poor households, the elderly, vulnerable groups, and sponsored subjects. Through the review, 17/21 communes and wards have 60 households in need of new construction and repair. Of these, 39 households are building new houses, 21 households are repairing with a total cost of 3.96 billion VND (new construction is 80 million VND/household; repair is 40 million VND/household).

Representative of Agribank Tay Quang Ninh Branch presented support money to Mr. Nguyen Trung Thanh's family (Thuong Thong village, Hong Thai Dong commune).

To ensure resources for implementation, on July 5, Dong Trieu Town organized a launching ceremony to support funding for the elimination of temporary housing and dilapidated housing in the town in 2023. After the launching ceremony, Dong Trieu Town received over 5 billion VND in funding from agencies, units, businesses, and philanthropists inside and outside the town (reaching 146% of the plan). Up to this point, Dong Trieu Town and Hai Ha District are the two localities in the province that have mobilized more than the need for support.

Looking at the spacious 60m2 house that is about to be completed, Ms. Nguyen Thi Man (85 years old, Bac Ma 1 village, Binh Duong commune, Dong Trieu town) excitedly said: "The house I am living in was built nearly 40 years ago, so the walls are cracked, the roof tiles are broken, and it leaks when it rains. Also because of difficult circumstances, my family cannot afford to build a house. With the town's support of 80 million VND to build a new house, my family is very happy and thanks the authorities at all levels and benefactors very much...".

Comrade Nguyen Van Cong, Secretary of Dong Trieu Town Party Committee, inspected the progress of building a new house for Ms. Vu Thi Luong's family (Dong Lam village, Binh Duong commune).

As for Vu Thi Luong and her three children (Dong Lam village, Binh Duong commune), these days are also the most unforgettable days for the family. As a single mother raising two children, Ms. Luong's income from gardening and farming is only enough to pay for her children's education, so the family's biggest asset is two shabby wooden beds. Building a new house is something beyond her ability. Given the family's situation, the town's Fatherland Front together with the local government came up with a design plan to ensure that 80 million VND is enough to buy materials, while mobilizing neighbors and mass organizations to join hands in the construction. This "turnkey" approach has helped Ms. Luong and her children and many other poor families who cannot afford to pay for the house to realize their dream of "settling down".

For families in difficult circumstances, in addition to the prescribed support amount, local authorities and mass organizations will arrange human resources to support families in construction on a "turnkey" basis.

For families that are not eligible for the program, the town has also reviewed the conditions and circumstances of each family and connected with kind-hearted people so that businesses can come down to provide direct support. The story of Mr. Pham Van Toi's family (born in 1965, Tan Yen village, Hong Thai Dong commune) clearly shows the town's flexible approach to ensuring the improvement of people's quality of life.

Sharing his joy when receiving partial support from the locality to build a new house, Mr. Pham Van Toi (Tan Yen village, Hong Thai Dong commune, Dong Trieu town) said: "I have a serious illness and my family's circumstances are also difficult. In early 2023, Dong Trieu town connected with Ha Lan Company Limited and this enterprise donated 75 million VND to help my family rebuild the house. Together with the savings and additional loans, my family has a new house; from now on, we no longer have to live in a cramped, dilapidated house. The town and the company also gave my family many essential items. This support and encouragement has helped my family reduce difficulties and give me more motivation to overcome the situation."

The Town Fatherland Front and the People's Committee of Hong Thai Dong commune visited and encouraged Mr. Pham Van Toi's family (Hong Thai Dong commune) after the family completed building a new house.

With the above approach, by the end of July 2023, the town has achieved many positive results in implementing new construction, removing temporary houses, and dilapidated houses. Specifically, 3 houses have been completed; 29 houses are under construction and in the finishing stage. Regarding repairs, 6 houses have been completed, 10 houses are being repaired. For 7 households that need to build new houses and 5 households that need to repair their houses, the town will implement in early August, ensuring that the program is basically completed before September 2 and the entire program is completed before September 30, 2023.

Mr. Nguyen Van Cong, Secretary of Dong Trieu Town Party Committee, said: In order for the program to be most effective, in addition to mobilizing social resources with the participation and contributions of the entire political system, units, businesses and people, the town also strengthens inspection, supervision, assigns responsibility to leaders; regularly grasps the situation, promptly resolves difficulties for households during the construction process; exempts construction permit tax, labor tax; helps households buy new audio-visual equipment (TV) to ensure poverty reduction criteria. For households with special difficulties, in addition to the support amount according to regulations, the town has requested localities and mass organizations to arrange human resources to support families in the construction process in the form of "turnkey". When each family no longer has to live in dilapidated houses, it also means they will have the opportunity to stabilize their lives, so we will continue to review and assess cases that need support because in reality there are still many households with truly difficult circumstances, income close to the central poverty line, but not enough to be considered poor or near-poor households.
